I just want to be clear here on something. If a program calls on or suggests through whatever tech support that you open up whatever ports, but you're NOT behind a router (I'm on a mobile broadband device; usb card goes into compy), are you exempt from having to do any of that? Or is there something in Windows XP I can mess with for that?

Most of the mobile broadband plans from any company specify that you are to only use it for normal web browsing and not streaming of music, and videos or online games and things like that.
It's usually best to look into that sort of thing before signing a contract.
Because it appears that the software you are trying to use requires you to open up ports, it's not gonna work if you can't enable ports. However there might be some tricks you can do but without more information on what software it is, it's gonna be kinda hard to help.
