depends on if American police interceptors look like UK police cars. If he plans on putting lights and sirens on the top of his car I'd go with 'questionable legality'
In the US you are not allowed to have a car painted similar to a police interceptor (black front/back with white center)

Call up the local police station and ask? They'd probably have the regulation on file or be able to find it. And they'd probably be happy you were proactive.
You could probably mimic the overal design of the car, but you wont be allowed to put lights on it..

When Robocop's police cruiser was the grand prize in a contest, I remember seeing a picture of the winner posing by his new ride, with the comment in the caption that the lights had to be taken off for legal reasons.
IANAL and YMMV, but I'm pretty sure in Canada (Ontario specifically) the light-colour restrictions apply only when the vehicle is in motion.
So if you wanted to pimp your Deception-cruiser in the parking lot, or your mad tyte underglow neons, it's fine. Just rig them with a switch on the parking brake, similar to how the in-dash DVD players work - if brake is on, lights can be on. If not, they can't.

Yeah I would say no lights full stop. The only non emergency vehicles I've ever seen with lights are AA vehicles, those are yellow and I think they only put them on when they're stopped at the side of a motorway.
As others have said if he takes it to a show and it's stationary or something I don't think he'd get in trouble for having lights on it but if he has it on a public road keep the lights off it.
The guy in the link above put fake lights on the top, which you might consider. He basically just painted them on. But it doesn't look terrible somehow.

The best bet is probably to get an opinion from the local police in advance, because I'd assume that even if it is perfectly legal, it's going to attract a lot of police attention.

Nah he's making it look as much as possible like Barricade's vehicle mode from the 2007 Transformers film, and that has "police" in massive letters on each door.
and i think, reading that section, it applies to people impersonating cops, not just driving around in cars that have "police" written on the side. besides the police cars in UK are totally different than american ones, so i doubt he'll get pulled over.

If you want lights (like, for shows, parades, etc) get ones that can be taken off easily and stashed in the trunk.
