2009 Console Tournaments: Rules and Info (READ FIRST POST...FIRST)
This thread is for rules, registration guidelines, updates, schedules, and questions regarding console tournaments ONLY. This thread will NOT cover console freeplay or any other events, including handheld, PC, tabletop, etc. Please note that all information is subject to change between now and September 4th.
Schedule Friday, September 4th 12pm - 6pm: Super Smash Brothers Brawl (Wii)
Saturday, September 5th 12pm - 8pm: Street Fighter IV (X-Box 360) 10pm - 2am: Soul Calibur IV* (X-Box 360)
*Based on turnout, see SCIV section below
Sunday, September 6th 12pm - 6pm: Halo 3 (X-Box 360)
Registration
Registration for ALL console tournaments begins on Friday, September 4th, right outside of the console tournament area.
Signups for Saturday and Sunday tournaments will be limited on Friday and Saturday. Unrestricted registration begins 2 hours before a specific event. See an individual tournament's section below for more information.
Each tournament has two lists: Main and Standby. Once the Main list has been filled up, you can only sign up on Standby. This means you can only enter the tournament if someone from the Main list fails to show up (odds of this happening are generally pretty good). Entrants from Standby are on a first-come, first-served basis.
If you do not have a complete team for a team tourney, you must enter on Standby. If you can subsequently find a team before the tournament starts AND there is room on the Main list, you will be moved into a guaranteed spot. Otherwise, you will be paired up with whoever else we choose from the Standby list.
Super Smash Brothers Brawl (Wii)
When: Friday (9/4), 12pm - 6pm
Format: 1 vs 1, single elimination
Cap: 512 players
Rules
Stocks: 3
Time Limit: 5 minutes
Damage Ratio: 1.0
Stage Selection: Random
Pause: Off
Items: Off
You may bring your own Gamecube controller if you wish, provided it's not wireless (no Wavebirds). If you prefer a Wii Remote and/or Nunchuck, you may only use those we provide at each station. Classic Controllers are also allowed.
During a match, the winner of an individual game must keep the same character. Loser may switch characters if they wish to do so. This rule ONLY applies to a single opponent. At the start of a new match against another player, you may select any character you want.
Stalling tactics are not allowed. You may use infinites, but not for stalling purposes. Also, no Meta Knight glitch(es).

Battlefield, Final Destination, Delfino Plaza, Luigi's Mansion, Frigate Orpheon, Pirate Ship, Yoshi's Island, Halberd, Lylat Cruise, Pokemon Stadium 2, Smashville, Castle Siege, Green Hill Zone, Jungle Japes, Corneria, Pokemon Stadium
Before each game, either player can propose playing on any stage of their choice. If the opponent agrees, they may select that stage. Otherwise, they must choose random stage select.

Players will be divided into 32 pools, each containing up to 16 players
Each pool will be organized into a 16 player single elimination bracket
If time allows, each match will be best of 3 games (stock and/or time limit subject to change)
If we are short on time, each match will be best of 1 game
The winner of each pool advances to the semi-finals
Format: Semi-Finals and Finals
The winning players from each pool will be re-seeded and placed into a new 32 player single elimination bracket
If time allows, each match will be best of 3 games (stock and/or time limit subject to change)
If we are short on time, each match will be best of 1 game (same settings as Qualifier round)
If time allows, bracket semi-finals and grand finals will be best of 5 games (grand finals may be best of 7)

When deciding on the lineup for 2009, Soul Calibur IV was NOT originally included. After giving it some thought, however, I decided to find some means of adding it since last year's turnout was still quite good. Starting Friday, there will be a sign up sheet/poll for SCIV. If we can get a minimum number of sign ups, we will hold the tournament Saturday night after Street Fighter IV. If not, no tournament will be held. As of this time I have not decided on what that minimum number will be, but it will probably be at or near the cap listed above because we always have a fairly high percentage of no-shows from the main list.
In other words, if you were only planning on attending PAX for the SCIV tourney, I suggest you reconsider.

If you quit the game for ANY reason short of a serious emergency, the current game will proceed without you. If your team wins, you will be allowed to play in the next match. Should your entire team quit without permission, it will count as a forfeit and you will be eliminated from the tournament. This rule also applies if you reset the game or console.

Each round in the bracket will be on a different map. Before each match, both teams may agree to play on any map if they wish to do so.

Subbing:
You may have up to 2 subs maximum, neither of which can be on another team OR on the standby list.
You MAY change team configurations before a match. You MAY NOT change team configurations between games within a specific match (assuming a match is best of 3 games or longer).
Before a match, if both teams wish to use subs but cannot agree on an order in which to choose team configurations, they may rock-paper-scissors or flip a coin to settle the dispute. If either team does not agree to these terms, double blind picking will be used.

Right now the majority of rules for all games are more or less final. You might see the occasional tweak or correction here and there, but nothing major. The only exceptions, if any, will be the stage selection for SSBB and Halo. Brawl's stage list is still close to being final, but Halo's might expand quite a bit depending on which of the map packs are now free and which DLC stages are popular (if any).
I've seen a few Meta Knight glitches (so broken) ... But I'm guessing the banned glitch is the Cape (down one?
I second this motion. Meta Knight is banned in most, if not all, big/official tourneys because of that glitch. There have been no other problem with any other characters though, so the roster is still very open for selections.

I may have issues with a few of the Brawl stages, but the one that sticks out more then the rest is Pirate Ship, as it can be pretty easy to get randomly killed by parts of the stage.
Also (not sure if you're aware of these) but would things like ledge guarding and chain grabbing be allowed?

By ledge-guarding, do you mean edge-hogging? As in, hanging on the edge when someone else is recovering? When has that ever been disallowed?

Are the Halo maps restricted to the original maps? No map pack maps?

I was sooo excited for a music game tournament, but I can't find anything about something like this... Last year there was an unofficial rb tournament as well as the gh tournament and I would love to see something like that again... I understand that the games are final, but is there any word of another [unofficial] gh or rb tournament in the works?

1) Yes, sign ups will be limited on Friday for SFIV and on Fri/Say for Halo 3. This is to prevent most or all spots on the Main list (Main=guaranteed entree) from filling up before the day of each tournament.
To give an example, the Main list for SFIV is capped at 512 players. On Friday, only 128 of those spots will be available (not a final number btw). Starting Saturday morning when the doors open, the remaining 384 spots open up.
