Nope, you can use the skulls offline.
BUT!
There's a Halo 3 thread around here somewhere (though I can understand why you'd be confused where it is, it's labeled The Bees Knees. Also, this forum isn't really good for single-shot questions. Your thread would be better off in Help/Advice.
