Help me remember a movie

A mostly-serious crime drama that ends with a bizarre showdown where, if my memory serves:

One character's car gets blown up
He gets out of the wreckage and retaliates with a rocket launcher he was hiding somewhere
The other guy does some silly "raaaaaawr chargin' my dragon baaaaall" thing

I can't remember the movie for the life of me. Help?
