Mac CPU idling problems

Hey, even when idling, Activity Monitor tells me that the % User is 52 %. Any ideas? There always seems to be a fan running, and things are running sluggishly. Nothing in the Processes comes even close to adding up to 50 percent.

    Well, it can't be reporting 52% CPU load if you don't have processes adding up to 50% CPU load, unless something is dreadfully wrong.

    What do you see when you run "top" in the Terminal?
