Ripping a chunk off a DVD?

So the soup kitchen I volunteer at is holding a fundraiser event soon, and being the only computer savvy individual they have I've been defaulted the task of setting up a pseudo-presentation reel to have on loop somewhere. Pictures, facts, and a video. Easy enough with Powerpoint.

However the video chunk I want is on a DVD that the local Catholic diocese puts out and it's just a couple minutes among the rest of the DVD. I've never done any video editing before. I had tried ripping the section out a couple months ago using VLC, some outdated web instructions, and an antiquated PC at the soup kitchen and it didn't end up working. They decided at that time they didn't care enough for me to try further and it was forgotten until now.

So I guess my question is does anyone know if VLC can rip the section out that I want? If it can does anyone have some up-to-date instructions how to do it? And if not/regardless does anyone know a good, free program that can do what I need?
