Trying to find title of an old Kung fu drama

I've been a lurker for a little while, but I'm still a little new to the PA forums. I searched for another thread that might be similar but had no luck. I'm hoping that someone on these forums might have an idea of what I'm looking for. Thanks in advance to anyone who can help.
I'm trying to locate an old Chinese kung fu drama that I used to watch as a child. We used to rent the VHS tapes and the series had over 100 tapes. The most distinguishing character that I can remember was one of the supporting male actors. He had a sword that would wrap around his waist and he could fight with it straight or flimsy. His fighting move was to brandish it and continue to shake it from side to side, keeping it in its flimsy form. As you can imagine, searching for kung fu dramas with flimsy swords results in a whole lot of nonsense. His hair was sort of mushroom-cut with bangs that end around his cheeks. The main character was an official of some sort with the square little hat that ties under his chin. The official would travel around with his two bodyguards and solve local situations and problems that he came across. Usually saving the girl that was in trouble. The second bodyguard was a shorter male that was the comic relief.
The closest show that I could find was Justice Bao. I vaguely remember the official having the same moon shape on his forehead, but it was not as prominent and he was fair-skinned.
Any help would be appreciated.
