for one, you ARE a newb unless this is another account, just because you've been reading doesnt mean you've been paying attention, because after 5 years you should know what flys around here and what doesnt.
i dont know anyone that would get pissed off about someone not replying often.. but hey you can think what you want.
this isnt a spelling quiz.
this is fucking penny arcade.
and you asked for help, but didn't make any sense.
not my fault that you dont have the patience to learn anything on your own.
anyway i'll stop being a dick
seen as how the Aiptek HP8UPRO Hyperpen 8000U has a usb connection it can be used with your laptop as long as it has usb. if it doesnt, you can purchase a card that will take care of that.
EDIT:
amazon says this:
System Requirements: Windows 98SE/ME/2000/XP or Mac OS 9.x and higher, 200 MHz (or equivalent) processor, 32 MB RAM (64 MB recommended), video card with 2 MB RAM for minimum 16 bit (high color) display, CD-ROM drive, available USB port
tablet pc's cause some people problems because they have a protective surface. people think it will be like drawing on paper, but actually the line on screen isn't quite where your pen is touching, because the screen is like a millimeter below where you're drawing, so some people find that hard to deal with.
I have a 9*12 Intuos tablet and love it to bits... it takes a little getting used to (the whole draw here, look there bit) but once you get set up in a comfortable position and learn to look somewhere your hand isn't... it's great.
Only thing is.. if your laptop is big, you might find yourself a long way away from the screen depending on your tablet size, so that might cause you issues in acuracy.
Also, don't get angry, i'm not digging at you, i don't know you, i just do need to say.... you're 13. Are you such an art prodigy that a tablet pc would really benefit you in any way? I would think a good all around laptop that can crank out games and apps fine and a decent tablet... just seems it would suit a bit better... I got my big ass graphics tablet when i was 16 and i've only now (21) really started making art that makes me feel it was a worthy purchase. That doesn't mean i didn't have fun messing around with it, but it was a ton of cash that really wasn't used much for the first few years.
If you're just doodling on your science books etc i wouldn't recomend a tablet pc... it's a bit of a gimmick if you don't have a serious use for it.
As Gabe says about his... they only really use it for getting other comic artists to draw on at conventions and things

i dont know exactly what you're asking because you left such a brief post..
im assuming one of the following
1. you're concidering purchasing a tablet pc made by compaq, however you're curious as to getting a normal pc instead.
2. you want to know if something can be connected (perhaps a wacom? is that what you're implying?) if you decide not to get a tablet pc.
so once this is cleared up, an answer will be given by someone i'm sure.
also, welcome to PA. You won't get far with that horrible spelling and lack of clarity though...
