Sharing an external HDD over the network permanently

Pretty much what the title says. I have an external I want to share over the network. Setting the Sharing & Security settings works just fine, but whenever I shut it down and then turn it back on later, while the same drive letter is preserved the sharing settings aren't. Anyone know a way to keep the sharing settings permanent, even between reboots of the external HDD?

:edit: This is using XP Pro by the way.

Yeah, leaving the HDD on and rebooting the PC works fine, the sharing settings remain. But turning off the HDD and back on causes them to be erased.
