The HERO System's biggest innovation was its use of a point-based system for character creation with a tool-kit approach to creating abilities. The rules only define the ability's effects in combat -- the player defines what the ability looks like when used. For example, the ability to project a jet of fire could be bought as "Energy Blast," or any of a number of other abilities. The player then defines it as a "jet of fire," with all that implies: it has the possibility of starting secondary fires; it looks, smells and sounds like a jet of fire; etc. This Energy Blast could be modified by any number of modifiers such as "Explosion," "Area of Effect" or "No Range." These affect how the power works as well as its final cost.
Well yeah, but I'm thinking more color, damage type, display type (fire, laser, etc.), status effects.
It would obviously be hard to balance, but isn't that what the PnP game has been working on all these years?
Yeah, it's one of my favorite systems, but you REALLY have to have a group that is ready for it, and also likes that kind of super-customization. It can easily take several hours to create a character just the way you want it.
To me it's the only system where the mechanics can catch up to the 'flair' people like to use when describing things. But again, mega-complicated and time consuming. And hard to learn, frankly. I would only recommend it if you're already familiar with other rpg systems and want something a lot meatier.

I hope you like altering and skinning 3D models by hand because there's absolutely no option to do that in the game.
That, and I really felt like that for all the options I had, I felt like a lot of how things actually 'worked' was hidden from me. So I wasn't really motivated to customize a lot.
especially these days when it seems like most MMO populations peak at about a week into the servers going live, I have no idea why you wouldn't want to get as many people as possible feeling indebted to play it as long as they can
