The problem with having a zero tolerance policy against drugs is that, by extension, it means you also have a zero tolerance policy against the people that use drugs.

Under Portugal's new regime, people found guilty of possessing small amounts of drugs are sent to a panel consisting of a psychologist, social worker and legal adviser for appropriate treatment (which may be refused without criminal punishment), instead of jail.

Alright, fair enough! I still favor decriminalization for drugs though, as well as prostitution. I think it's a good thing for society to bring about the end of these things, I just don't think the path to ending them is via the criminal justice system.
