Vermin (summoning costs increased by one, and no more than two battle dice per player per battle) and High Elves (+2 Resistance at Event) have hooked up to fight Chaos.
Chaos effects:
Bretonnia: Skulls (killed enemies add to K's domination)

It doesn't matter that the Rat Ogre was there; the upgrade only cares that the region was previously devoid of Clan Rats. But yes, it's fine to change it to Estalia, although it'll still put you at 6 PP (0 + 1 from the Vermin Outbreak).
Transmogrify in Bretonnia, covering Khorne's Skulltaker.
Damn it, I should have summoned the Horror there...poop.
Also, there's no way I am winning this even if two regions ruin. I'll be around 46 victory points, which isn't enough. Estalia would have to ruin for 19 in order for me to win. As it is, I'm projecting only 25 points from having both Norsica and Estalia ruin.
