It's more that Karl is a bit thick, but he's good-natured and he ups the ante a little with his persona more for these shows. He's genuinely just very comfortable living in his little bubble, not caring about anything even comparing the Great Wall of China to a highway in the UK. The entire joke now has become Merchant and Gervais just amazed that someone so average and unassuming about the world exists.

Edit: While I would agree that it is lazy, to say it is pointless and shameful is just empty hyperbole. As long as it is well done, and adds enough to really separate it in some distinctive way from the original song, then there's nothing wrong with that.

Pretty much any classical song titled "____ dance" is just ripping off (to varying degrees) peasant music that was already around.
Hell, a notable portion of classical music is basically based around getting famous for writing down peasants' music and taking credit for it.
