Need help converting RIFF WAV file

I know what you will say, there have been a ton of threads on this before, but i have a more in depth problem.
I have some sound files from Gotham City Impostors. I want to have them for my cel phone as ring tones. The problem is they are WAV files that could be encrypted or called RIFF WAV. Your normal editors, Audacity, Format Factory and a host of other free programs did not work. all i get is white noise when i run the RAW file thru Audacity.
Can anyone help. I know that the FEAR game had the same issues and i tried finding that editor as well.
