@jdarksun did you want to leave behind the X-wing and Y-wing? Generals are allowed to move space units and Admirals can move ground units. Any leader can move any unit. The only restriction for team rules is using your type of leader (Admiral player uses admiral leaders, General general leaders).
There is also no restriction on having to leave one ground unit behind on planets. Loyalty will remain unchanged if they're empty. Imperial subjugation (but not Imperial loyalty) will go away if empty, but the option is still there.
Don't forget that you can't move units out of a system that has one of your leaders in it (just like the activated system markers in Twilight Imperium). In addition to acting as a mechanic to prevent units from moving more than once per turn, it also applies to units that haven't moved, i.e. placing a leader in a system as part of a mission or opposing a mission or supporting a battle would mean that your units could not move out of that system that round.
