Any marine should be on 32mm now, regardless of what comes in the box. If it comes with 25mm, it's only because they havnt reboxed it yet.
Some can probobly safely be said for necrons and orks when they get reboxed/newmodels, as they're grossly overreaching their bases.

The current Wolf Pack box comes with 32mm so I can confirm for Grey Hunters/Blood Claws/Wolf Guard. I think only scouts would still be on 25mm.
I'd advise against rebasing necrons or orks at all right now. You wouldn't want to buy a bunch of nice 25mm bases just to have them reboxed with 32s and you wouldn't want to endure the dirty looks of having the wrong bases right now and the risk that they may remain wrong in the future.

The official ruling is? was? to use the base it came with.
I guess it all depends on who you intend to play with. I think Genestealers and Orks look terrible on 25mm bases and I wouldn't care if someone used them in a friendly game but I wouldn't expect that to be acceptable if I went to a tournament. Especially at the moment there's a lot of gnashing of teeth over modeling for advantage and WYSIWYG in the tournament space.
For big horde units, base sizes make a ton of difference and you might get some raised eyebrows. On 25mm way more models can get into combat, and on 32mm the unit has a much larger footprint for area denial.
My own personal headcannon is that anything that is toughness 3 should be on 25mm (new daemon reboxes are dumb. putting a 7pt horde model on a giant base is stupid) and toughness 4 should be on 32mm.
GW being GW seems to just be moving everything to 32 as their models continue to scalecreep.

Awesome, so basically all my Necrons, Deathwatch, Stealth Suits, and Space Wolves can go onto 32mm and the Fire Warriors and Pathfinders on 25mm. That simplifies everything, thank you.

This set comes with twelve Citadel 32mm Round Bases, three Citadel 40mm Round bases and three sprues of green Necron Rods.
Good for them.
I'm leaving all my warriors on their 25mm bases. Immortals, I used conversion bases to up to 32mm, but I simply have no inclination to rebase 80 models, and I like the visual distinction that gives between warriors and the more elite model types.
it is possible to magnetize the drones, but honestly there isn't much point.
pretty much every Tau kit comes with at least 2 drones so you end up swimming in them after a little while.
from the Strike / Breacher kit - Gun / Shield / Marker / Guardian (and the DS8 turret, not sure if its available in KT though)
from the Pathfinder kit - Grav Inhibitor / Pulse Accelerator / Recon
from the Stealth kit - Gun / Shield / Marker

I bought the T'au start collecting, pathfinder box, and stealth suit box which will be the only T'au I have for now. Guess I'll just try to get 1 of each.

I never fear death or dyin', I only fear never trying.
the start collecting comes with parts for 8 drones (2 from the strike team and 6 from the crisis suits)
pathfinder has 2 regular drones and 1 of the larger recon drones
stealth has parts for 2 drones
Grav / pulse / guardian / recon. you will only be able to make 1 each of with your current kits
which should leave you 9 left to mix as gun / shield / marker
Idea: Tau Gue'vesa kill team that is a really just expendable troops the Tau send behind enemy lines to do dangerous shit because who cares if they die.
Question: Do I use Tau rules and thus equipment (driving home that they are Tau loyal) or do I use guard rule and this guard equipment (thus driving home how expendable they are).
If I give them guard equipment I could still do counts as stuff like give one of them a pulse rifle and have it be a counts as sniper rifle.

I done goofed a bit. I'm so used to building Necrons that I forgot the T'au have pouches and antena on their armor and I already primed the bodies, guns, and heads. I think I might just use some wall mount putty stuff and put the small bits on there to prime them and then glue them on.

I think a quarter of Poland’s GDP is from custom resin bases.
Being the son of Polish immigrants it really makes me proud that Poland seems to be into so much nerdy shit. All sorts of wargaming stuff, CDProjekt Red, lots of esports, etc. When Obama went to visit a few years back they gave him a copy of the Witcher as a gift, lol...
I can't really identify with my parents, their rural, Soviet-occupied upbringing is just so alien, but it's heartwarming to know I can relate to the modern Pole.

Damocles. It's a Space Marines Battles book, but it has four short stories in it that are somewhat interlinked. It has a lot of Tau kicking ass and I'm not really sure why it's considered a "Space Marines Battles" book considering half the stories are told from the Tau point of view.
I went on a Tau kick and listened to it and read the Rogue Trader omnibus. But, yes, one of the short stories in Damocles is about Gue'vasa escorting a Water Caste guy. They do fight Imperials .

The specific short story is Broken Sword by Guy Haley in the book Damocles, Inquisitor, but like I said, the whole book is related to the Damocles crusade.

I was thinking about why the Tau seem to win almost all their fluff battles or at least draw them and I kinda came to the realization that due to their size if they lost any battles they would be fucked as an empire. They really can't lose any (or afford to) simply due to their small size. No large scale engagements at least.

The Rogue Trader omnibus I referenced above, the first book came out in 2006 and was basically the telling of their very first conflict / encounter with the Imperium. It's funny, in the book some humans try to explain just how big the Imperium is, and the Tau just think they're crazy. It's funny to read it and see the differences from that book to how the lore is now (in terms of how it ended), but it's a really good omnibus.
The Damocles book with four short stories, they don't win in all of those short stories, but it's in the same time period / setting as the Rogue Trader omnibus, so you already know how it ends.
That being said, currently the Tau are getting stomped by the Death Guard, and I really want a book with their first encounter with Chaos Space Marines.
Your underlying point is still correct, though. They're so ridiculously tiny, they can't suffer any huge defeats near home or that's it for them.

Tau still feel really out of place to me in 40K's setting. I'm not sure if that's because they genuinely don't quite mesh, or if there's just a part of me that's forever going to be stuck in the time when Necrons and Dark Eldar were the shit-hot new factions.
I think one part of it is that anyone attempting to take Tau space has to deal with the costs vs the rewards. They have an incredibly powerful military presence compared to the territory they hold, and their military strategy means it’s difficult to inflict serious harm to their infrastructure. So you kinda need to hit them with overwhelming power and just scour them from existence.
At the moment, there’s a lot of races that certainly could do it pretty easily. But the logistics of mobilization and resource diversion at a time when literally everything is at war with everything else means you’d need a serious reason to divert that much firepower over an inconsequential system’s worth of resources. They’re too tiny to bother with.
The tau are in the lucky situation to be strong enough to defend themselves against raiders and in border skirmishes against the big factions but still weak enough that nobody thinks taking them out is a high priority.
I always like the idea floating around (no clue how justified it is) that the Tau were created by the Eldar to be a weapon against Chaos (as a psychically dead race) in the same way that the Eldar were created by the Old Ones to be a weapon against the Necrons (who were vulnerable to a psychic race).
The super 1984 Tau societal structure with everyone mind controlled by the Ethereal caste works well for this, too, since their puppet masters would only need to interact with the Ethereals directly.
I also really like Farsight's story, chasing some Orks, and mysteriously one night assassins kill all the Ethereals in his force. Tau protocol is to immediately return back home in this case, but he's too far and too entangled with the Orks and after a while he's wondering why the Ethereals are in charge anyway... and he breaks away to form his own faction! I can see some Ordo Xenos Inquisitor satisfactorily filling out paperwork on this one.
So I don't know, I think the Tau fit pretty well in the setting as this minor race being used and abused by the major powers. They're like Vietnam or Afghanistan in the Cold War.
Honestly, I wish we had a few more minor races like this, that every xenos race wasn't a super galactic threat in the manner of Tyranids, Necrons and Orks.
Tau are sort of at odds because on the surface, their aesthetic and outward philosophy is so shiny and clean, and a lot of people don't dig much farther into their gross underside. For a lot of people, they're still the "good guys!" or at least, naively least evil. Every other faction is pretty easy to tell at a glance WHY they're grimdark, because they're covered in skulls or spikes or sad walking statues made out of ghostbone. Tau grimdarkness is hard to capture on the tabletop, as it's almost entirely a societal structure thing, and not an easy visual thing like imperial gothicness or deldar bdsm-frankenstiens.

There's a lore/art book called Xenology that delves into that a bit. Records of a xeno race called the Q'orl Swarmhood who communicate through pheromones hint that millennia ago one of their queens was kidnapped by Eldar. The biologist dissecting a Q'orl notes its pheromone-sensing organ is structured similar to organs in Tau ethereals, and becomes excited at the implications. There's a sidebar of an Inquisitor interrogating an ethereal who goes on at length about the Greater Good but becomes very quiet when Farsight is brought up.
There's similar theories that they were created/influenced by the C'tan as replacement Necrontry, their Warp resistance mirroring how the C'tan supposedly also gave humanity the 'Pariah' gene. I missed when the C'tan were openly active as galactic scale heavy hitters and not just slave-shards.
In a lot of ways the tau almost seem like the galaxy's own answer to the failures of past races. The Old Ones and Eldar both failed, humanity could be argued as another failure (their original space empire failed and the Imperium is crumbling), so now it's the tau's turn - highly unified, Chaos-resistant, and a growing command of technology that's not held back by the stagnation of humanity or the decadent artifice of the eldar.
One of the coolest aspects of the Tau is only now being realized with the moving forwards of the story - the Tau advance as a race. They change and get better over time. None of the other technological races really do this. The Tau started off using STL drives before moving to low-level warp jumps and only recently have taken strides into developing full fledged warp capable vessels. It kinda went really badly but the Tau will learn from this and improve and they might just figure out a far better and safer way for warp travel. They're a growing power and by the time anyone starts taking them seriously, they'll be too strong to just wipe out - frankly, they might have reached that point already.
