There was an issue with Youtube people, which was described that if people used emojis during livestreams they would have their accounts suspended/banned, and appeals would be denied.
Mark originally brought this up , and just issued an update saying they got a resolution, the anti-spam program wasn't working as they wanted, and the appeals should have been actually looked at.
But then he says that someone from Youtube said the accounts suspended were making over a hundred messages in a time frame. The YT person didn't mention a specific timeframe, but Mark brought up that maybe it's 100 messages in a minute, and that he didn't think that should be enough to count as spam. That he would ask his audience to vote in the chat using emojis, and people were probably copy pasting the same message repeatedly.
And like..no. That's spam. They shouldn't have had their entire account banned, but that getting caught in an anti-spam filter is good - they just should have been banned from chat or timed out. Spam isn't just a type of content, it's a method of content, and 100 messages in ten minutes even would still be spam.
It's that kind of attitude towards spam which makes chat during livestreams of any notable size utterly useless.

Pretty ubiquitous, I'd say. Babysitter's Club tier, below Goosebumps but significantly more recognizable than Dunc and Amos.
