Well, there was an episode this last season where he admits he knows Ryan is awful but still feels he has to give him a chance at his dreams

When the Office first started, you were like "man why does Michael hate on Toby so much, he seems okay" but as it goes on, Toby just starts displaying all these great little irritating quirks. But I really don't think those are why Michael hates him, it all goes back to the problem of Toby not really being part of 'his' office.
I think they also mentioned in a commentary or in an actual episode early on that Toby and Jim were actually great friends when Jim first started working there, and Michael forced him to the annex part of The Office to keep them apart. It wouldn't be the first time Michael freaked out when he realized that a new person was easily befriending the people he wants to be close to

I didn't really like Community, even faked clip shows are a step down.
Great office, great P&R. Loved everything about Ron in the health food store.
I'm not sure how anything in that episode qualifies as a step down. It certainly doesn't qualify as a step down in effort, given all the brand new scenes they had to shoot
