I like how in newspaper Spiderman heavily armed supervillians are apparently so mundane that the cops think asking him for his submarine parking permit is a good idea. So let's talk translation. Okamataichi is another of those kind of problematic characters that ONE put in, probably without even thinking of how offensive they could be. (Looking at you, Pri-Pri-Prisoner.)
The name is a pun, much like the rest of Atomic Samurai's disciples (Iaian=Iai+Iron, Bushidrill=Bushido+Drill): "Kamataichi" are sickle-wielding dust-devil-riding weasel Yokai, and "Okama" is, well, a relatively offensive slang term that means (to quote Wiktionary) "(one's) buttocks; male homosexual; effeminate man; male transvestite". In this particular case I think it's just meaning "transvestite" although it's been a long time since I read the rest of the comic so I don't remember how Okamataichi actually behaves later on.
"Okama" isn't a very positive slang term either, from what I can tell, although I think there's been some effort made into reclaiming it?

See also One Piece, who had an entire thing with an island of "okama" and everything. (The leader of which was based on Rocky Horror's Dr. Frankenfurter, to pass the buck back over the pond. Discrimination transcends all borders.)

Now, the reason I'm saying this isn't just because it's offensive. The main reason I'm saying this is because the other translation I've seen of "Okamataichi" is "Slicing Shemale" which holy shit, dude
So I edited that. You might notice it, the font looks a bit different in that bubble.
