There just aren't that many hours in the day to complete them all.

Fedora darling, if you don't want a hit put out on you very early on, perhaps a drawing would be a good idea. I'm sure my other compatriots at The Offices would enjoy one as well.

Kincaide has a modifier there, called "Major Lingering Effect"
what that means is that not only do his powers effect you for that encounter
They continue to effect you for the rest of that Issue (in the case of Minor Lingering Effect) and the next Issue (in the case of Major, as Kincaide has)
basically, the guy can really and very permanently fuck up your brain, especially if you tangle with him a lot.

Yeah, I guess that's a way of thinking of it. It's actually a matter of feats. At least, as far as I understand it.
A feat can be used once per encounter.
A minor attribute has only one feat.. sooooo..
