since I'm not getting inundated with hype about the first album, I've started listening to it again
it's good rock opera

I'd really love to take a look at the liner notes, they helped my understanding of the plot in Act I considerably.
Plus I don't know if I'm dumb but I have a really hard time following the plot after Breaking Out.
I know the first Act has been out for a while, but I only looked at the story on Wikipedia today - I didn't realize Megaman leaves the people who revolted to their deaths via Wily after Protoman dies. Ouch.

Yes, well, he was understandably upset. He'd been forced to kill his brother to save those people and they showed absolutely no compassion. I'm hoping in Act III we'll see Light be able to convince him to go back. It'd be nice to see something go right for Light once in his whole life.

Roll (ロール, Rōru?) is a female robot designed for housekeeping instead of fighting. She is the younger female counterpart of Mega Man (formerly known as Rock, a play on the term rock and roll), and plays a supporting role in the games. Roll first appears very briefly during the ending of the very first game of the series. Because so, her name was never mentioned until Mega Man 3, marking her return, where her entry in Dr. Light's robot list is shown during the ending. It is likely that Mega Girl, in the Captain N: The Game Master cartoon, is Roll.
She is usually depicted in a red outfit with blonde hair. While she was not designed for fighting, she is a combatant in the fighting games, Marvel vs. Capcom and Marvel vs. Capcom 2. She fights similarly to Mega Man and has an external "Roll Buster." She also appears in the similar Tatsunoko vs. Capcom: Ultimate All Stars, where she uses her Powered Up model. She is also a playable character in Mega Man Powered Up, where she uses a broom as a default weapon with her skill, the Roll Swing, which she uses to swing a close range weapon that deals a large amount of damage. Roll can be played in several unlockable outfits, each with its own variation of the broom weapon. The version of Roll in Tatsunoko vs. Capcom appears to be based on the Mega Man Powered Up version. Roll is also included in the Nintendo 64 game, Megaman64, Where she is portrayed as somthing of Megamans sister, if not his actual sister. There is a point in the game where you can walk into her bedroom in their ship, while she is undressing, and she kicks the hero out, where he promptly does a victory pump with his arm.

Also, now that I've listened to the album version of Breaking Out a bit more, I'm thinking that it's probably Joe's introductory song, with Keep Quiet being Joe seeking out Doctor Light for assistance in his rebellion against Wily, and Light Up the Night being their first duet. The vocal range is closer to Joe's, and the singer even uses the phrase "I could use a little guiding light."
Furthermore, I'm thinking the motorcyclist on the cover is meant to be Joe. Still unsure about the shadow above Wily's bilboard, though.
I like DE?AD's explanation for Breaking Out better. The way I saw it, the choir in The City vs. Thomas Light was the jury proclaiming him not guilty, so it never made sense for Light to end up in prison. Do other people think it was Joe who actually killed Emily?
