Disbanding the Empire: Against - Another round will be added to the end of the game; win conditions referring to round eight instead refer to round nine.
Minister of Commerce: Elect Lazax - During each Status Phase, the Lazax receives one Trade Good from each player that has a least one active trade agreement.

All teams will now be receiving 1 Action Card and 2 Command Counters. Jol-Nar draws an extra Action Card due to Neural Motivator and Sol gains an extra Command Counter due to racial ability. It has been requested that there be a pause to allow for action cards to be played during this phase - in addition to your allocations, all teams should also declare whether or not they will be playing any action cards. Due to timings, teams are allowed to wait until all other players have declared their action card plays before allocating their Command Counters. Once all teams have reported their command counter allocations and any action cards played have been resolved, we will begin Round 5's Strategy Phase. If desired, counters may be moved between areas as well. Like with Strategy secondary abilities, there's no need to play in order, unless you want to.

In addition, the N'orr now have 8 Action Cards in hand, one over the hand limit. They must discard one card from their hand when they make their actions for the Status Phase.

    Order of Play

The Universities of Jol-Nar: (1) Initiative PASSED
The Sardakk N’orr: (2) Diplomacy (Inactive) PASSED
The Lazax: (3) Civilization (Inactive) PASSED
The Federation of Sol: (4) Logistics (Inactive) PASSED
The Xxcha Kingdom: (5) Trade (Inactive) PASSED
The Barony of Letnev: (6) Warfare (Inactive) PASSED
The Emirates of Hacan: (7) Technology (Inactive) PASSED

Hacan - play Political Stability, and keep the Technology strategy.

    Political Stability
Keep your current Strategy Card instead of relinquishing it at the end of the game round. You do not select a new Strategy Card during the Strategy Phase of the upcoming round. You cannot play this card if you chose the Imperial or the Initiative Strategy card this round.
    Play: During the Status Phase.

In addition, we have one or two other Action cards which might be of interest to other players, if anyone is interested in a trade (made possible by a Hacan racial ability). MrB, are there any rules governing what we can say about our cards when trading?

I don't believe there is any official ruling on what you can or cannot say about your cards when making trade negotiations. Feel free to say what you want.

Also, I don't think you were supposed to reveal which card you were planning on playing until all players had made declarations. No worrying about it now that it's out there. Once Lazax and Sol have declared whether or not they will play an Action Card during this phase, we can go through the Sabotage declarations for the Action Cards that will be played.

How Action Cards can we play?

I... don't quite understand? If you don't have any Action Cards to play or no cards you want to play, then declare no play. If you do have cards you want to play, you can declare as many of them as you want at this time, as long as they can be played in the Status Phase. Then once all players have declared, the cards are revealed and resolved in player order.

Hacan's Action Card goes through, so they will not be returning the Technology Strategy Card to the pool for Round 5's Strategy Phase.

Everyone is now free to allocate their Command Counters; once that is done, we'll start Round 5.
