Often the people responsible for designing the tutorial and the people responsible for designing the game itself are separate people, and this is especially true of strategy games of which Blood Bowl is one.
Blood Bowl, in particular, is a tabletop strategy game adapted to a PC game. The people who failed to make decent tutorials for it are the people who adapted it, not the people who designed the game. The basic game itself is quite good and is actually not especially difficult to understand in a tabletop setting. I can play one game of tabletop Blood Bowl with you and you will come away understanding the basic fundamentals of the game and how it is played and what is involved in it and all you'll need from there is further mastery of those basics.
Saying the "game is not good" because the people adapting it didn't make a good tutorial is folding your arms and making a huffing noise because you don't want to take the time to learn things, plain and simple. Poor tutorial design is completely irrespective of game mechanic design.
The PC game's problem is its opacity, which makes it hard for new people to learn from their mistakes or understand the why of certain game mechanics simply by virtue of playing the game itself instead of taking the time to talk to more experienced players (like me!) and asking them questions, or watching Youtube tutorials or whatever.
