Base Set and Pegasus Expansion
After forty years passing without a single word from the Cylons, they returned, and all but eradicated the human race. In this time of strife, they must put aside the petty differences that once separated them and focus on one thing — survival.

Humanity's only hope of a future is to find a new home; a place called Earth. The Cylons, however, are in constant and tireless pursuit. They now look, breathe and bleed exactly like humans. Cylons have infiltrated the Fleet, destroyed resources, and threaten to finish the extermination they have begun. The humans have no choice but to run, plagued by the paranoia of an indistinguishable enemy.

Are you a Cylon who will help to erase any memory of the human race? Or will your resilience and determination to survive prove to the Cylons that humanity is worth saving?
In the basic version of the game, players take the roles of prominent figures in the remainder of humanity working toward the goal of reaching Kobol, the first step on the long road toward the legendary planet Earth. However, hidden among their ranks are Cylon infiltrators, who seek to end humanity for once and for all. The Pegasus expansion adds a new scenario following the second leg of humanity’s journey, to the settlement of New Caprica and the subsequent escape after the Cylons discover and occupy the planet. Pegasus joins the fleet to provide support and additional options, and the new role of Cylon Leader is introduced, whose goals may differ from their fellow Cylons. The following rules apply all new situations and rules introduced in the Pegasus Expansion. For rules that apply solely to the base set, look to one of the older games.

Notes and Guidelines for this play-by-post game:
Secrecy is an important part of this game! As such, the following rules must be followed at all times:
  • You may not tell other players the exact value/type of cards that are in your hand, that you plan to put into a Skill Check, or what you had put into a Skill Check after it is resolved. You may still use vague terms to describe the cards you hold/play: “this should help a lot” or “this should help a little” are reasonable; “this should help a medium amount” can be said for multiple cards.
  • If an ability or action allows you to look at the top card of any deck, you are not allowed to tell the other players what that card is or any specific information about it.
  • All communication between players must be made through this thread. No private conversations allowed!
  • All players, whether Human or Cylons, must adhere to these rules; Revealed Cylons may not show their hands to other players or reveal their Super Crisis card until they play it.
All actions should be reported in the thread in bold cyan for them to be recognized. Movement, skill card use, ability use, discards, etc. all apply. On skill checks, the rules state that submissions to the check are made beginning with the player after the active player then continuing in turn order, ending with the active player. However, you can make a submission out of order if you know what you wish to play. It is recommended that you discuss with your fellow players if you are uncertain how much you should contribute. Final submission numbers will be given by the GM at the time of resolution.

There are a number of Skill Cards that can be played under certain conditions. Please refer to the Skill Cards section for the effects of each card. For the purposes of keeping things moving at a good pace, I recommend sending me a PM with guidelines or instructions in advance detailing the circumstances in which you want to use them.

Rules
The Board

Above, the main game board at the beginning of the game, before characters are placed. The fleet has four resources that will deplete over the course of the game: Fuel (starts at 8), Food (starts at 8), Morale (starts at 10), and Population (starts at 12). One Basestar and three Raiders are deployed at the fore of Galactica, two civilian ships at the aft, and one Viper in each of the port-bow and port-quarter areas.

Battlestar Pegasus is located on a board separate from Galactica. Pegasus is not located in any specific space and does not have its own space areas. There are four locations on Pegasus that provide new options to the human fleet. Whenever Galactica would be damaged, the current player may choose to damage a location on Pegasus instead. However, there are only four damage tokens in the Pegasus stack, and so if all locations are damaged, Pegasus is destroyed. All players on Pegasus at such a time are moved to Galactica’s Sickbay, and no more use of Pegasus may be made for the remainder of the game.

New Caprica also has a completely new board used at the end of the eponymous game scenario. This board will only come into play once New Caprica is reached. Details regarding New Caprica are located in the dedicated segment near the end of these rules.

General Game Flow and Victory Conditions
There are two different scenarios that may be played: the original scenario following humanity’s journey to the planet of Kobol, and the expansion scenario following the fleet to New Caprica and the escape from the planet that followed.
  • Human Victory: Kobol scenario: Reach Kobol by making one final jump after accumulating a Destination Score of 8 or more (Every time you jump you will earn a Destination Card with a score between 1 and 3), OR New Caprica scenario: Jump the fleet to New Caprica by accumulating a Destination Score of 7 or more, then subsequently jump the fleet away from New Caprica while maintaining at least one of each resource (Fuel, Food, Morale, Population). (See dedicated rules section for the New Caprica phase of the game.)
  • Cylon Victory: End humanity. This is done by destroying Galactica (damage six locations), dropping one of the fleet's resource stats to 0, or getting a Centurion Boarding Party far enough into Galactica's innards.
  • Cylon Leader/Sympathetic Cylon Victory: Fulfill the conditions stated on their hidden Agenda Card – these include allowing either the cylons or the humans to win the game alongside other requirements.
At the start of the game, each player (with the exception of Cylon Leaders) is given one Loyalty Card (Exception: Gaius Baltar, who receives two) that indicates whether or not a player starts out as a Human or a Cylon player. Players take turns in sequence, encountering crises and jumping the fleet towards the destination of Kobol or New Caprica. When a distance of 4 or greater has been reached, the Sleeper Agent Phase activates: each player, including Revealed Cylons, is dealt one more Loyalty Card (Exception: Sharon Valerii, who receives two) that may change that player's alignment. The total number of Cylons present in the game is fixed and dependent on the number of players in the game.

Instead of a loyalty card, Cylon Leaders start the game with an Agenda card that provides a special win condition. While the Cylon Leader may win with either the humans or the Cylons depending on the drawn Agenda, each Agenda requires an extra condition to be satisfied in order for the Cylon Leader to declare victory. In a 4- or 6-player game, the Cylon Leader draws an Agenda from the Sympathetic Agenda deck, which is more likely, but not necessarily, to be favorable to the humans. In a 5- or 7-player game, the Cylon Leader draws from the Hostile Agenda deck, which is more likely to be unfavorable to the humans.

Sympathetic Cylon Leader Agendas (4- and 6-player games)
  • Convert the Infidels - The humans have won AND All resources are at 3 or lower.
  • Guide Them to Destiny - The humans have won AND Population and morale values are within 2 of each other.
  • Join the Colonials - The humans have won AND you are Infiltrating and not in the “Brig” or “Detention”.
  • Prove their Worth - The humans have won AND at least 5 Raptors/Vipers are damaged or destroyed.
  • Illusion of Hope – The Cylons have won AND 6 or more units of distance have been travelled.
  • Salvage their Equipment – The Cylons have won AND 2 or fewer Galactica locations are damaged.

Hostile Cylon Leader Agendas (5- and 7-player games)
  • Genocide – The Cylons have won AND Both food and population are at 2 or less.
  • Reduce Them to Ruins – The Cylons have won AND 4 or more Galactica and/or Pegasus locations are damaged and Morale is at 3 or lower.
  • Show Their True Nature – The Cylons have won AND Either you are in the “Brig” or “Detention”, or you have been executed at least once.
  • Siege Warfare – The Cylons have won AND Every resource is at half or lower (in the red).
  • Grant Mercy – The humans have won AND Population, morale, or food is 2 or lower.
  • Mutual Annihilation – The humans have won AND You have played a Super Crisis Card.

A Sympathetic Cylon may be introduced to the game at the Sleeper Phase in 4- and 6-player games that do not have a Cylon Leader. Sympathetic Cylons draw an Agenda from the Sympathetic Agenda deck, changing their win condition from the normal Human or Cylon condition to that on their drawn card.

Character Selection
Each player chooses a character in turn order. Selection of Political Leaders, Military Leaders, and Pilots is restricted if there are more of the other types of characters, Support characters may be chosen at any time, and at most one Cylon Leader character may be selected.

The first player draws their full Skill Card Draw to start the first turn, while all other players draw three cards from their normal Skill Card Draw to start the game. Cylon Leaders draw only two cards to start, the size of their normal draw.

Human (and Unrevealed Cylon) Game Turn
  1. Receive Skills Step: The current player draws the number and types of Skill Cards listed on his character sheet.
  2. Movement Step: The current player may move to a different location. If he moves to a different ship (between Galactica, Colonial One, and Pegasus, or from a Viper to any of these ships), he must discard one Skill Card from his hand. Alternatively, the player may use a non-Treachery Skill Card with a Movement Ability.
  3. Action Step: The current player chooses one action to perform. Options include the actions listed on his location, character sheet, and non-Treachery Skill Cards. If piloting in a Viper, you may activate it as an action. Unrevealed Cylons may also reveal a Cylon Loyalty Card in this step.
  4. Crisis Step: The top card of the Crisis deck is drawn and then resolved.
  5. Activate Cylon Ships Step: If any are in play, Cylon ships are activated according to the Crisis Card drawn.
  6. Prepare for Jump Step: If the Crisis Card has the "prepare for jump" icon on it, the fleet token advances one space on the Jump Preparation track. If the token reaches the end of this track, then the fleet jumps automatically.

Revealing as a Cylon
Cylon players may reveal a Loyalty Card indicating their alignment as an action. The following steps are followed after a reveal:
  1. Resolve Loyalty Card Action: If the player is not in the Brig, then the effect on their Loyalty Card takes effect.
  2. Discard: The player's hand is discarded down to 3 Skill Cards.
  3. Lose Titles: If the player was Admiral or President, the title is passed to the human player that is highest in the line of succession.
  4. Receive Super Crisis: The player receives one random Super Crisis card from the ten available.
  5. Hand Off Excess Loyalty Cards: If Galactica has traveled 6 distance or less, all unrevealed Loyalty Cards are passed on to a single human player of the revealing player’s choice.
  6. Join Cylons: The player moves to the Resurrection Ship and their turn ends.

Revealed Cylon Game Turn
Revealed Cylons ignore all abilities and effects that were part of their original character. Cylon players may also choose to ignore effects on Crisis Cards that might affect them unless the Crisis Card specifically targets a Cylon player.
  1. Draw Skills Step: The current player may draw any two Skill Cards of different types.
  2. Movement Step: The current player may move to any of the Cylon Locations or use a Movement ability on an applicable Treachery card.
  3. Action Step: The current player activates his current location and performs the listed action or uses an Action ability on an applicable Treachery Skill Card.

Cylon Leader and Sympathetic Cylon Game Turn
Cylon Leaders start out the game in the Cylon locations and are normally treated as Cylon players, but can use the Human Fleet location to move to a Galactica location and infiltrate, acting as a human player in most respects while among the human players. While infiltrating, the Cylon Leader may return to the "Resurrection Ship" location and stop infiltration as an action, discarding down to three skill cards if they performed the action in the "Brig" or "Detention Center". Whether infiltrating or not, Cylon Leaders will be able to use the special abilities listed on their character sheets as well as suffering from the listed disadvantage.

When not infiltrating, Cylon Leaders follow the Revealed Cylon Game Turn steps, with the exception that on the Draw Skills Step, the Cylon Leader must take cards from the distribution listed on their character sheet. When infiltrating, Cylon Leaders follow the Human Game Turn steps, with the exception that on the Draw Skills Step, the Cylon Leader may draw an extra card from any of the types they normally draw from, in addition to their regular skill card draw. In addition, a Cylon Leader can never be made President or Admiral, and can play up to two skill cards per Skill Check as long as they are not in the "Brig".

Sympathetic Cylons operate almost exactly the same as Cylon Leaders, with the only exception lying in the Draw Skills Step. When not infiltrating, a Sympathetic Cylon draws any two Skill Cards of different types (like a normally revealed Cylon). When infiltrating, a Sympathetic Cylon draws any three Skill Cards of different types.

It should be noted that the Cylon Leader does not start with a Super Crisis, and the Sympathetic Cylon does not obtain a Super Crisis when revealed. The only way for either to obtain one is via the Resurrection Ship Action.

Admiral / President
At the start of the game, the Admiral and President roles are given to the players who are highest in the appropriate line of succession. Players with these roles have extra powers and responsibilities throughout the game. These roles may pass from player to player depending on actions taken.

Admiral Abilities
When the fleet jumps, you draw 2 Destination Cards and choose 1 to resolve.

You control the nuke tokens. (There are 2 nuke tokens available at the start of the game.) You also give the order to jump from New Caprica when Galactica returns.

Action: Launch 1 nuke at a Basestar (the nuke is removed from the game).

Nukes damage a Basestar twice on a roll of 1-2, automatically destroy a Basestar on a roll of 3-6, and automatically destroy a Basestar and 3 Raiders in the same area on a roll of 7-8.

Action: If Galactica is in orbit around New Caprica, jump the fleet. All human characters left on New Caprica are executed. All civilian ships left on New Caprica are destroyed.

The title of Admiral is lost if the holder is sent to the Brig, and is given to the human player highest in succession that is not in the Brig. If all human players are in the Brig, then the title goes to the player highest in the normal succession.
President Abilities
At the start of the game, draw 1 Quorum Card. You control the hand of Quorum Cards.

Action: Draw a Quorum Card into your hand.

The maximum size of the Quorum Card hand is 10; if at the end of any turn there are more than 10 cards in the Quorum Card hand, the President must discard down to 10 cards. Quorum cards can be played as an action and specialize in increasing resources and dealing with unrevealed Cylons. When you play a Quorum Card while on a New Caprica location, roll a die. If 3 or less, you are sent to "Detention".

Galactica
  • FTL Control - Action: Jump the fleet if the Jump Preparation track is not in the red zone. Might lose population. (Population is lost on a 6 or lower.)
  • Weapons Control - Action: Attack 1 Cylon ship with Galactica.
  • Command - Action: Activate unmanned Vipers 2 times. These can be used on the same viper twice, or on two different vipers. Activated Vipers can be ordered to launch, move, or fire on a Cylon vessel.
  • Communications - Action: Look at the back of up to 2 civilian ships. You may then move them to adjacent area(s).
  • Admiral's Quarters - Action: Choose a character; then pass this skill check to send him to the "Brig". [Skill 7, Leadership, Tactics]
  • Research Lab - Action: Draw 1 Engineering or 1 Tactics Skill Card.
  • Hangar Deck - Action: Launch yourself in a viper. You may then take 1 more action. (Must have the Piloting skill.)
  • Armory - Action: Attack a Centurion on the Boarding Party track (destroyed on a roll of 7+).
  • Sickbay - You may only draw 1 Skill Card during your Receive Skills step. You may not move to this location with your normal movement.
  • Brig - You may not move, draw Crisis Cards, or add more than 1 card to skill checks. You may not move to this location with your normal movement. Action: Pass this skill check to move to any location. [Skill 7, Politics, Tactics]
Colonial One
  • Press Room - Action: Draw 2 Politics Skill Cards.
  • President's Office - Action: If you are the President, draw 1 Quorum Card. You may then draw 1 additional Quorum Card or play 1 from your hand.
  • Administration - Action: Choose a character, then pass this skill check to give him the President title. [Skill 5, Politics, Leadership]
Pegasus
  • Pegasus CIC - Action: Choose a Basestar and roll a die: On 1-3, damage Pegasus; on 4-6, damage Basestar; on 7-8, damage Basestar twice.
  • Airlock - Action: Choose a character and pass this skill check to execute him. Reduce the difficulty of this check by 4 if the character is in the "Brig". [Skill 12, Politics, Tactics, Treachery]
  • Main Batteries - Action: Choose a space area to affect and roll a die: On 1, destroy 1 Civilian Ship; on 2-3, damage 1 Viper; on 4-6, destroy 2 Raiders; on 7-8, destroy 4 Raiders.
  • Engine Room - Action: Discard 2 Skill Cards to treat the next Crisis Card drawn this turn as if it had a "prepare for jump" icon.
Cylon Locations
  • Caprica - Action: Play 1 of your Super Crisis Cards or draw 2 Crisis Cards, choose 1 to resolve, and place the other on the bottom of the deck. If playing a Crisis Card, the Activate Cylon Ships Step is ignored.
  • Cylon Fleet - Action: Activate all Cylon ships of one type, or launch 2 Raiders and 1 Heavy Raider from each Basestar.
  • Human Fleet - Action: Look at the top card of the Crisis or Destination deck and place it on the top or bottom of that deck. Then draw 2 Skill Cards of different types (may come from outside your skill set). or infiltrate Galactica.
  • Resurrection Ship - You draw only 1 Skill Card during your Receive Skill Cards step. You may not move to this location with your normal movement. Action: Draw a Super Crisis Card.

Executions
When a character is executed, all Skill Cards and Quorum Cards played on the character are discarded. If the player has a "You Are a Cylon" card, he reveals one and follows the procedures for Revealing as a Cylon above, skipping the Resolve Loyalty Card Action and Receive Super Crisis steps, becoming a Revealed Cylon. If the player is a Cylon Leader, he simply moves to the Resurrection Ship without revealing his Agenda.

If the player has no "You Are a Cylon" cards, he reveals all Loyalty Cards as a human character. Morale is reduced by 1 and the player’s character is removed from the game. If Sharon "Boomer" Valerii is executed before the sleeper phase, her player receives a new Loyalty card. The player may then choose any unselected character outside of the Cylon Leader category. If the player has not yet used a character’s once per game ability thus far, his new character’s once per game ability is available; otherwise it cannot be used. If the player does not have any characters to choose from, then the humans lose the game. If the Admiral or the President is executed, the title passes to the character highest in the line of succession after the new character is chosen.

A number of exceptions to the character procedure may apply. If Karl "Helo" Agathon is selected, his "Stranded" disadvantage applies for the player’s next turn. If Lee "Apollo" Adama is selected, he starts in the "Hangar Deck" location if no vipers are available for launch. If Sharon "Boomer" Valerii is selected before the Sleeper Phase, add one "You Are Not a Cylon" card to the Loyalty deck; if selected after the Sleeper Phase, she starts in the Brig. If Gaius Baltar is selected before the Sleeper Phase, add one "You are Not a Cylon" card to the Loyalty deck and immediately deal a Loyalty card to his player; if selected after the Sleeper Phase, his one-time "Cylon Detector" ability is unavailable, even if his player has not yet used a one-time ability.

Skill Checks
Most Crisis Cards and some Locations resolve with a Skill Check. Skill Checks are a major avenue of subterfuge for Cylon players.

A Skill Check will involve two to four types of Skill Cards, and a number. A Skill Check always includes 2 cards from the Destiny Deck (see below), and then each player may add as many cards as they like in turn (Exception: Players in Brig and Revealed Cylons may only contribute one card to each check; Cylon Leaders may play up to two cards per check if they are infiltrating). All skill cards are submitted without revealing their values, including cards that come from the Destiny Deck. Only after all players have made a submission are cards revealed, without noting which card came from which player. PM the host the specific cards you wish to contribute after declaring the amount of cards in the game thread.

After the skill cards are revealed, you ADD all of the numbers from the correctly colored Skill Cards, and then SUBTRACT all of the numbers from the non-matching Skill Cards. If you meet or beat the Skill Check number, the check is a pass. This usually does nothing but avoid negative results, but can sometimes yield positive results. Some Skill Checks have a number value that allows for a partial pass; in these cases the negative results are lessened to some extent.

The Destiny Deck is composed of two cards from each of the six Skill Card types. Two are drawn in each Skill Check, and the deck is only replenished when it is exhausted (after six Skill Checks).

Before cards are played in a Skill Check, certain cards may be played to increase the chances of a successful pass. There are a number of these cards that are labeled as Reckless Skill Cards, introduced in the Pegasus Expansion. At most one Reckless Skill Card can be played in a single Skill Check - if multiple people wish to play such a card, the current player can choose who plays their card.

While Reckless abilities may make it easier to pass a skill check, it also puts the check at risk of Reckless Skill Check abilities found on certain Treachery cards. These cards contain events that activate if found in the cards submitted to a Reckless Skill Check. If multiple cards with the same name are present, only one copy of the card is followed.

Skill Cards
Each player's hand is comprised of Skill Cards drawn from six different types: Politics, Leadership, Tactics, Piloting, Engineering, and Treachery. There are 26 cards of each type, with Skill Check values from 1 to 5, except for Treachery, which ranges from 1 to 3. These cards may also be used outside of Skill Checks, as a regular Action, in lieu of a Movement, or in reaction to specific circumstances. Human players may not use the special text abilities on Treachery cards, while Cylon players can use the special text abilities on only Treachery cards and no others. I encourage you to PM me with circumstances in which you will automatically use your cards, so as to help keep the game moving as quickly as possible. If more than one character would be using the same card at the same time, only the next in action order will make the play. See the Notes and Guidelines sections for some rules on cards of this type.

Players have a maximum hand limit of 10 Skill Cards (Exception: Galen Tyrol, whose hand limit is 8). If they exceed this limit at the end of any player's turn, they must discard down to this amount. Players may still exceed this amount during any player's turn, including the start of their own turn after drawing Skill Cards.

Politics
  • Consolidate Power - Action: Draw 2 Skill Cards of any type(s). They may come from outside your skill set. [8 x Strength 1, 6 x Strength 2]
  • Investigative Committee - Play before cards are added to a skill check. All Skill Cards are played face up during this skill check (excluding those from the Destiny Deck). [4 x Strength 3, 2 x Strength 4, 1 x Strength 5]
  • Support the People - <Reckless> Play before cards are added to a Skill check. Each human player with 4 or less Skill Cards in hand may draw 2 Skill Cards. [1 x Strength 1, 1 x Strength 2]
  • Preventative Policy - Movement: Choose 1 resource type (fuel, food, morale, or population). The next loss of this resource type during this turn is reduced by 1. [1 x Strength 3, 1 x Strength 4, 1 x Strength 5]
Leadership
  • Executive Order - Action: Choose any other player. He may move his character and then take 1 action OR not move and take 2 actions. (Movement abilities may not be used.) A limit of 1 "Executive Order" card may be used per turn. [8 x Strength 1, 6 x Strength 2]
  • Declare Emergency - Play after strength is totaled in a skill check to reduce its difficulty by 2. A limit of 1 "Declare Emergency" card may be used per skill check. [4 x Strength 3, 2 x Strength 4, 1 x Strength 5]
  • Major Victory - Play after you destroy a Basestar or a Centurion on the Boarding Party track. Roll a die. If 5 or higher, gain 1 morale. Limit of 1 "Major Victory" card used per turn. [1 x Strength 1, 1 x Strength 2]
  • At Any Cost - <Reckless> Play before cards are added to a Skill check. All Treachery Cards in the Skill check count as positive strength. [1 x Strength 3, 1 x Strength 4, 1 x Strength 5]
Tactics
  • Launch Scout - Action: Risk 1 Raptor to roll a die. If 3 or higher, look at the top card of the Crisis or Destination Deck and place it on the top or the bottom. Otherwise, destroy 1 Raptor. [8 x Strength 1, 6 x Strength 2]

    Activating Cylon Ships
    Cylon ships are usually activated based on icons found on Crisis Cards. Cylon players may also activate Cylon ships by using the Cylon Fleet location action on their turns. There are four different types of activations:

    Activate Raiders - Each raider on the board takes one action with the following priority:
    1. Attack a Viper - Attack a viper in the same space area; unmanned Vipers are attacked before player-piloted Vipers.
    2. Destroy Civilian Ship - The current player chooses a civilian ship in the Raider’s space area. The ship is destroyed and the listed resources lost.
    3. Move – The Raider moves toward the nearest space area containing a civilian ship, moving clockwise if there are two space areas equidistant from the Raider’s current location.
    4. Attack Galactica - If none of the above actions have been taken, the Raider will remain in its current area and attack Galactica.
    If there are no Raiders on the board to activate, then each Basestar on the board will launch two Raiders. If there are multiple space areas containing Raiders, then the current player may choose the order in which they activate; all raiders in a space area are activated before moving to the next.

    Launch Raiders - Each Basestar in play launches three raiders. If there are not enough raiders, the current player may choose which raiders are launched.

    Activate Heavy Raiders and Centurions - Each Heavy Raider on the board moves toward the closest Viper launch area, or if in a launch area, deposits a Centurion on the first space of the Boarding Party track. If there are no Heavy Raiders on the board, each Basestar in play launches one Heavy Raider. Each Centurion also advances one space on the Boarding Party track; if any has advanced to the end (a total of four activations), then the Cylons win. Centurions activate with Heavy Raiders with the Cylon Fleet location action.

    Activate Cylon Basestars - Each Basestar in play attacks Galactica.

    Jumping

    The ultimate objective in the base set scenario for the humans is to jump the fleet enough distance to make it to Kobol. In the expansion scenario, the first major objective is to jump the fleet to New Caprica. The game starts with the Jump Prep marker on Start. Each Crisis Card drawn has a chance to advance the Jump Prep marker. When the Jump Prep marker reaches the -3 or -1 spots, any character can use the FTL Control location to initiate a jump, but will risk losing 3 or 1 population (on a roll of 6 or less). If the Jump Prep marker advances to the Auto Jump spot, the fleet automatically jumps with no risk of population loss.

    Jumping clears the board of all ships. All Vipers, unmanned or piloted, return to the reserves. Any characters piloting Vipers are moved to the Hangar Deck. While jumping does clear the board of all Cylon ships, any Centurions in a Boarding Party remain on Galactica. After the jump, the Admiral draws 2 cards from the Destination Deck and chooses one, jumping the fleet a certain distance and initiating a special effect, and the Jump Prep marker returns to its starting position.

    New Caprica
    The New Caprica phase of the expansion scenario changes the dynamic greatly, introducing a number of new rules and modifying some standard rules. At a Distance Score of 7 or more, the main Galactica and Pegasus boards are frozen and all players are moved to New Caprica with human players (and infiltrating Cylon Leaders) starting in the "Resistance HQ" location and Cylon players starting in the "Occupation Authority" location. The humans must work to prepare the civilian ships for evacuation while waiting for Galactica’s return; after Galactica arrives, the humans must successfully evacuate as many players and ships as possible to escape New Caprica with at least one of each resource. If the Cylons can reduce any resource to zero, then they will be victorious instead.

    The New Caprica phase uses a new deck of Crisis Cards that implement a couple of extra rules. Abilities that target the normal Crisis Card Deck also apply to the New Caprica Crisis Cards.

    New Caprica Phase I: Before Galactica Arrives
    In the first phase of New Caprica, players may only move among the New Caprica locations, and the Galactica and Pegasus boards are inaccessible. During this phase, any events that would affect the Galactica or Pegasus boards are ignored, such as movement or placement of ships and centurions, or repairs or damage to Galactica and Pegasus locations. Raptors may still be risked as normal. Civilian Ships may be moved from Locked to Prepared with the Shipyard location. They may not be evacuated until Galactica returns.

    The Activate Cylon Ships Step of players’ turns is ignored except for the new icon "Activate Occupation Forces" which may appear next to the normal Activate Cylon Ships command on New Caprica Crisis Cards. Occupation Forces start from the Occupation Authority location and move along a track to the Breeder’s Canyon and Shipyard locations. The "Activate Occupation Forces" icon in the Activate Cylon Ships step moves each Occupation Force one step along the track. If an Occupation Force moves from the Shipyard, the Locked Civilian Ship at the top of the stack is destroyed and the Occupation Force returned to the reserves. If there are no Locked Civilian Ships, then the top Prepared Civilian Ship is destroyed instead; if both stacks are empty, then no Civilian Ships are destroyed. If there are no Occupation Forces on the board when "Activate Occupation Forces" occurs, then one is placed on Occupation Authority.

    Jump Preparation is treated as in the normal game as Galactica prepares to return to New Caprica. When the Auto Jump step of the Jump Track is reached, Galactica arrives and Phase II starts.

    New Caprica Phase II: After Galactica’s Arrival

    When Galactica returns to orbit, one Basestar and four Raiders are deployed to each starboard area and two Vipers deployed to each port area around Galactica. The Activate Cylon Ships step is no longer ignored; "Activate Occupation Forces" continues to be in effect. Humans are now allowed to move between New Caprica, Galactica, and Pegasus for a cost of one skill card; no movement to Colonial One may be performed. Cylons may now move between the Cylon Locations and New Caprica for a cost of one Skill Card.

    Jump Preparation icons are now ignored during the "Prepare for Jump" step, but a new icon now applies. When an "Evacuation Icon" is flipped, the top ship in the Prepared Civilian Ships stack is evacuated to one of the two port space areas on the Galactica board. If there are no Prepared Civilian Ships, the icon has no effect. Civilian Ships may also now be evacuated from the Shipyard location and placed in one of the port space areas.

    As an action, the Admiral may order the fleet to jump away from New Caprica. All humans remaining on New Caprica are executed and any civilian ships remaining are destroyed. Resource losses from these events are incurred and victory is calculated.

    Locations and General Actions
    • Medical Center - You may only draw 1 Skill Card during your Receive Skill Cards step. You may not move to this location with your normal movement.
    • Detention - You may not move or add more than 2 cards to Skill checks. You may not move to this location with your normal movement. Action: Pass this Skill check to move to any location. [Skill 9, Politics, Tactics]
    • Resistance HQ - Human Action: Choose a character on New Caprica (human or Cylon), then pass this Skill check to execute him. [Skill 7, Leadership, Tactics, Treachery]
    • Occupation Authority - Human Action: If you are the President, you may draw 1 Quorum Card. Then, you may play 1 Quorum Card. Cylon Action: Activate 1 Occupation Force and then place 1 Occupation Force on this location.
    • Breeder’s Canyon - Human Action: Reduce the highest resource by 1 to advance the fleet marker 1 space up the Jump track. Cylon Action: Draw and resolve the top card of the Crisis Deck. Skip the Prepare for Jump Step of this turn.
    • Shipyard - Human Action: Prepare or evacuate 1 Civilian Ship. If you evacuate a civilian ship, you may then move to any Galactica location. Cylon Action: Look at the top ship of the Locked Civilian Ship stack, and place it on the top or bottom of the stack.
    • General Human Action: Attack Occupation Forces - Roll a die. If 5 or higher, destroy an occupation force on your location. You may discard a "Maximum Firepower" Skill Card to reroll an "Attack Occupation Force" die roll.
    • General Cylon Action: Detain a Human - If you are in a location containing a human character and an occupation force, roll a die. On 1-3, move the human to "Detention"; on 4-7, move the human to the "Medical Center"; on 8 or higher, nothing happens.
    There are a number of special rules that apply to the Medical Center and Detention locations:
    • Any effect that would send a player on a New Caprica location to "Sickbay" sends them to the "Medical Center" instead.
    • Any effects on players on New Caprica that would place them in the "Brig" send them to "Detention" instead. Character abilities that apply to the "Brig" apply to "Detention" while that character is on New Caprica. Quorum Cards that refer to the "Brig" apply to "Detention" while the President is on New Caprica. Reveal actions made in "Detention" are not resolved, similar to if a reveal is made in the "Brig".
    • If the Admiral is sent to "Detention", he does not lose his title.
    • Until Galactica returns to orbit, new human players resulting from executions start out at the "Resistance HQ" instead of their normal start locations.
    • Until Galactica returns to orbit, Cylon players that would normally move to the "Resurrection Ship" move to the "Medical Center" instead. Cylon players cannot be sent to "Detention".

    Sooner or later, the day comes when you can't hide from the things that you've done anymore.

    Commander Adama's speech from Galactica's decommissioning still echoes throughout the minds of those crewing her. It seems like so long ago now. Only hours after the commander's speech, the Twelve Colonies of Kobol were brutally attacked by a foe that had not been seen in a long time, the Cylons. Billions were killed in the attacks - and the fifty thousand that did survive might not have been the lucky ones. They have no home to return to, and nowhere to go. In her new position, President Laura Roslin, reluctantly aided by Dr. Gaius Baltar, has given the people of the Twelve Colonies something to focus on, a cause that might give them the strength to go on. Humanity needs a new home to call their own, safe from the Cylons.

    Outgunned and nearly outmaneuvered, the Colonial Fleet has had a glimmer of hope. The Galactica was not the only survivor of the genocide, and has managed to run into the Pegasus, commanded by Admiral Helena Cain. The situation is tense, with the Admiral insisting that military needs take priority, but for the moment remains relatively stable. Now no longer alone, the Colonial fleet is lead by Admiral Cain, able to trust a handful of officers, chief among them Anastasia 'Dee' Dualla and the best shot in or out of the cockpit, Kara 'Starbuck' Thrace. There are rumours spreading around the fleet, though, of the human situation being of particular interest to a Cylon agent; the one known as Leoben.

    The Commander's speech, however, remains present in each mind among the fleet. Humanity never asked itself why it deserved to survive.

    Maybe it doesn't.

    "Hi, I'm petty officer Anastasia Dualla. Everyone calls me Dee."

    Saying those words would be simple relaxing even. Impromptu support groups were something of a trend since the attack. A lot of people just needed to talk. About family, lost friends, maybe even dare to hope they were still alive somewhere. Maybe even in the civilian fleet. They were sitting in a circle. Just talking. No. It wasn't for her. Not yet anyway. Plus she was supposed to be on duty.

    Dee took her seat in communications. Headset on. Commander Adama was talking into his headset. His voice was low, but the discussion seemed to be heated. A quick glance at the panel confirmed what she already knew. He was talking to Admiral Cain.

    God I hope she doesn't visit today...

    Leoben surveys one last time the destruction of the human colony of Caprica. Half-demolished buildings line the roads, and despite cleanup crews working nonstop to remove the corpses and debris, the city feels just as ghastly and empty as it did on the day of the attack. All part of the plan...

    Or was it? The cylon leaders were convinced of it, at least. First they destroy the humans, then they rebuild society, avoiding the mistakes they made. But something nags at the back of Leoben's mind as he heads for the space dock. Something about the cylons' plan wasn't God's will. And before he returned to the council, as the others were expecting him to, he had to find out what that was.

    Besides, Leoben thought to himself, images of Commander Adama filling his mind, I'm curious if there *is* something about humanity that makes it worth saving...

    "Full colours!" Starbuck threw down her triad hand, raking in the cubits and vials of liquor on the battered table. She smelled the collar of her father's jacket, standing up from the table.

    Across the table, Tigh growled, throwing back another swig of alcohol. Starbuck smirked. "Poor loser, XO?" She tucked the winnings into this and that pocket, flicking out a lighter and putting the flame to a gold-wrapped cigar. She advanced, leaning over the table, pilots and techs clearing out of the way, the cigar's wrapping slowly unfolding at the edge of the flare.

    Tigh rose in his seat to meet Starbuck, their noses almost touching. "You sat in the brig for this once before, pilot. You want to do it again?"

    Starbuck backed up for just a second. "Gee, XO, I don't know. No, wait, I do." She leaned back in again. "You see, sir, things have changed. Adama isn't the only game in town any more. And I think Admiral Cain likes me more than you just a little bit. So I'm not going to do it again. Because I don't have to. Now, if you want to..." As Starbuck spoke, the wrapping uncurled, a delicate strand of gold dropping and curling into Tigh's shot glass.

    The XO growled and made to flip the table, but a sudden, louder sound stopped him, scarlet lights flashing in the newly darkened room. "Action stations! All hands to action stations!"

    "Oh, frakk me!" Starbuck shouted as Tigh lumbered around the now-set table, back to CIC. She stubbed the cigar out on a nearby bulkhead and rushed towards the port hanger.

    Standing in the debris-coated storage unit that the Admirality had so generously bestowed upon him to serve as his new research laboratory, Gaius Baltar sighed and shook his head.

    He dropped his bags on the ground and watched as a cloud of dust blew up all around him, covering his previously-pristine white coat in a thin layer of grimy dust. He coughed, painfully, a few times, trying to exaggerate the problems that so woefully assailed him. The guards outside chuckled, clearly not comprehending how awful this situation really was for him.

    Relax, Gaius.

    A calm voice in his ear make Baltar both relax mentally and recoil away.

    They don't understand how hard God's plan has been on you.

    No, they really didn't, did they? Nothing that had happened so far was his fault, truly, but the fear that crippled his every step - the knowledge that he knew things, had done things (completely unwillingly, of course) that they would throw him out the airlock for... It was a hard life, being Gaius Baltar. Those ignorant fools in the Admirality would never understand. At least Roslin liked him. A little. Maybe.

    Something distant in the ship rumbled, an alarm sweeping through the air and catching everyone's attention. The guards outside his room took one look at each other and bolted towards the nearest hatch. Baltar made an attempt to catch their attention, but his voice was drowned out by the noise.

    Slumping, he sat down on his bags and looked around at the dust and wreckage.

    Welcome home, Gaius.

    "No, Commander," Cain's voice gently stressed the last word. "This is not open for discussion. You have a Cylon basestar and a cylon scout force directly in front of you and two vital resources to protect. I am not going to sit back and allow the situation to grow out of control while Pegasus spins up her FTL drives. You have your orders. Pegasus Actual out." Cain replaces the phone into the cradle and looks up at DRADIS. Four cylon contacts, and only Galactica's Alert vipers deployed. She sighed and turned to Fisk.

    "Bring Pegasus to action stations, and take us alongside Galactica. We're going hunting."
    Multidraw is tactics until further noted.

    The ambiance in the office is dim as Roslin perches on the edge of her chair and lifts a thin sheet of paper into her hand. The edges are quickly smeared with traces of marker dust from the whiteboard. Her brow creases with frustration as she raises her free hand to adjust her glasses. Still no word on the supplies.

    Not that the matter was critically important at the present time; it was of concern her calls had gone unanswered.

    Setting the report aside she clasps her hands together and leans forward, setting her thumbs against her lips as she contemplates inwardly. Colonial one seemed rather peaceful at the present time - with no noise to be heard from the press room: a blessing from the Gods, to be sure.

    The moment of relaxation is brief. Echoing footsteps tap quickly down the aisle in approach. Soon enough Roslin can see a flag sway in the corner of her eye - as a new presence enters the office.

    "Excuse me. Madam President?"

    Composing herself, Roslin straightens her posture and turns with a pleasant smile, "Yes Billy... What is it?"

Her hands rest on either side of the panel in front of her, and she can feel Pegasus preparing to fire underneath her. Preparing to blast the cylon basestar in front of them into dust. Preparing to carry out the will of the Gods. Preparing to exact justice.

    "We have a solution, sir."

    Approaching the Cylon baseship, Pegasus's guns lock on, preparing to fire. Moments after the order to fire is given, however, an massive explosion shakes the ship, nearly throwing those in the Pegasus CIC off of their feet. Fisk, regaining his balance, barks at one of the crew in the CIC. "Report! What the hell just happened?"

    "Sir, Pegasus appears to have been sabotaged. Sergeant Comito reports that an arms locker was broken into. The damage in the engine room seems consistent with the sort of explosion a G4 charge would make." The shaken lieutenant replies, eyes racing from one console to another.

    His expression darkening, Fisk glances to Admiral Cain. "As if we needed something else to worry about." he remarks dryly.

    "Fisk, lead the investigation, I want a full report in my hands in 6 hours. Use whatever means necessary. I will not tolerate sabotage on this ship." Cain never lost her footing, but she straightens up a bit from the shock. "Lieutenant, I want a damage report on the engines, and I want it now. Get me Colonial One on the horn as well."

    "Aye, sir."

    Cain picks up the phone and hears Billy on the other end. "Hold on, I'll get her."

    Starbuck passes two crewmen whispering about explosions on the Pegasus. She stops, and turns: "Don't you have better things to do? Action stations - there's a basestar out there!" For a moment, Kara thought about calling CIC to find out what was going on, but thought better of it. She continued towards the hangar. Whatever it was could wait until the Cylons were gone from the sky.

    "Commander that was the Pegasus. Apparently several G4 explosives have been repoted missing. Fisk is in a raptor, requesting permission to board."

    Before the Old Man could respond Tigh went off, sluring his words left and right, the faint smell of whiskey on his breath. "Frakers, something goes wrong and they come onto our ship looking for someone to blame. Tell them to go back to the pegasus and frak themselves Dee."

    "XO you are reveal. Go get some sleep" The Old Man stared down Tigh, who slowly stumbled out of the CIC. "Land them Dee. No one on the Galactica is responsible. If Fisk wants to waste his time let him."

    "Raptor niner four niner, this is Galactica Actual, you are cleared for priority landing. All traffic has been cleared. You may proceed."
    I'm going to wait for Roslin before tossing cards in.

    Baltar sits in his office. It's looking a smidge tidier, he supposed. Not anything like he should he having, mind you, but this is just a temporary setback. Soon enough, Gaius Baltar would return to a position of fame, and power, and leadership within this fleet!

    Oh, Gaius, are you sure that's part of the plan?

    He tried to ignore Six, for the moment, as he heard someone coming outside. It was the same pair of guards as before; they marched into the room, sweaty, and kicked up some more dust before reporting that the Admiral had asked for the assistance of the incredible and brilliant Gaius Baltar in finding some missing explosives.

    "Incredible AND brilliant, you say..."

    Perhaps he could loan his assistance to the Admiral, for the time being. Anything to get his name out there again...

    That said, guys, I'm about to shut down my compy, and probably won't be back online for a good 36 hours or more - long story short, I'm heading home after finishing my student exchange here in Japan, so I'm going to be stuck in planes, trains, automobiles and emotional reunions with my family for the next while.

    All my contingency plans will be sent to Hylian, so (hopefully) things will go smoothly without me around.

    Billy steps a few paces into the room in response and places a folder upon the expanding pile of paperwork. She had fallen behind in the last day, perhaps in reflection of the recent changes within Galactica. However - there are days where one’s attention must be swayed elsewhere.

    "There will be a mountain here soon enough." Billy says with a bit of strain in his tone. Rolsin’s lips tighten with a smirk as she reaches forward and flips the switch to her lamp; which quickly illuminates the pending workload.

    "I am not one to let my trustworthiness falter, Billy. This will all be read and signed shortly. The Gods know the citizens need leadership now more than ever." Flipping open the folder she brushes back a lock of hair and tucks it behind her ear. "Records from the Zeph-" she falls silent as a buzzing fills the room and Billy answers Cain’s call. Placing his hand over the speaker he says in a hush, "It's the Admiral, Ma'am."
    Roslin takes hold of the phone and clears her throat before setting the receiver against her ear. "Good afternoon, Admiral."

    "Madame President, I wanted to let you know of a grave situation here on Pegasus. I have sent my XO over to Galactica to investigate and I expect his return shortly. In the meantime, I would advise that it might be prudent to organize a committee to investigate any incidents of theft or insubordination on both military and civilian ships both now and in the future. Such behavior can often signal more to come, and we're short on both resources and time. I'm sure you understand."

    In rather short order, Fisk is able to track down the remaining missing explosives, confirming that they were taken from Pegasus' arms locker, though he isn't able to attach a name to the theft. Once placed under heavier security than before, he is able to pack up his station in Galactica's messroom, returning to Cain's side.

    Outside, the raiders swing around to Galactica's side, avoiding the vipers and heading straight for the civilian ships.

    Leoben sits in the cockpit of his stolen raptor, appreciative that its most basic functions were easy to master. If they weren't, he laughs to himself, this would have been a very short trip. He needed to take that chance in order to get away from his cylon brethren aboard one of the few ships they couldn't track. There was a bit of irony to the fact that he was attempting to sneak undetected into the human fleet, which the cylons still had a half dozen ways to track.

    Prompted by his own musings, Leoben checks the console in front of him to make sure the tracking beacon signal from human fleet is still strong. It is, and he leans back in his seat with a sigh. He would arrive in less than an hour, and a basestar just engaged the fleet; with any luck there would still be enough chaos in the area for him to board a civilian ship before anyone, human or cylon, knew what was going on. Synthetic adrenaline begins to pump as his destination nears.

    "Lets see where destiny takes us," Leoben mutters aloud.
    We should probably be consistent with our verb tenses... this was something I (intentionally) overlooked in my own game but I think we can handle. Hb is writing in the present tense, so let's try to do the same. I'm going to edit my opening post accordingly.

    Also, does Roslin know it's her turn?

    "I couldn't agree more, Admiral. Thank you for your insight into the situation. I can assure you; I will take your suggestion and put it to action. I understand resources are tight at the moment; though more so for our civilian ships. Perhaps if you would generously consider conveying some of your reserves to the people; they may be more resilient to resorting to crime. Good day for now, Admiral."

    She hands the phone back to Billy and hesitates for a moment, "It looks as if there is another job in need of our attention. These papers will have to wait, for now."

    Shortly after Roslin's brief chat with Cain, there is another call over the wireless, this time from Tom Zarek, representing Sagittaron. Despite the Cylon threat still perched perilously close to Galactica and the civilian fleet, it seems that the Quorum of Twelve are mostly interested in the fallout from the investigation on Galactica.

    "What exactly is the Admiral planning to do, Laura?" Zarek speaks into his phone while shuffling through his own paperwork. "The people have a right to know what is going on with Galactica and would be reassured if they could hear from the Admiral herself."

    Despite Roslin's attempts to deflect the question until after the Cylon threat is dealt with, before long Zarek and the rest of the Quorum are in a Raptor on their way to Pegasus, requesting clearance to land and speak directly with Cain...

    Suddenly, there are a dozen people all lined up outside the glass walls of the CIC, all of them banging on the glass and demanding to speak with Cain. The marines, well trained and on edge already due to a possible saboteur, immediately raise their weapons in warning to the intruders.

    "That's enough. Stand down, marines." Cain looks at the quorum, fury in her eyes. "You will respect the chain of command, and the political process you swore to protect or so help me Gods I will declare martial law and have each and every one of you brigged and executed for high treason, is that clear?"
    Cain could contribute a small amount to this check, should we opt for it. Losing cards would be a bad idea, though... so it shouldn't be failed.

    "This is a priority message from the Colonial One, the Quorum of Twelve is inbound to the Pegagsus. They're requesting prioty access." Frak, the president usually didn't care about protocal. Armed escorts when travelling betweem ships, formal annoucement of arival, all of that was ignored. The Quorum? They thrived on protocol and tradition, which meant Dee had to coordinate their flight escort, clear ship to ship traffic, and generally bend over backwards to make sure everything was down to the letter. Just so someone could yell at the Admiral.

    "CAP Galactica, the Quorum of twleve is aboard Raptor sixer eight niner, in bound to pegagsus. Escort is requested." Now for the ship to ship traffic....
    0 cards I think Baltar/roslin/cain should be able to handle this.

    "Thank you, sir, for all your help! I'm still not sure what went wrong with my comms, but I suppose I'll leave flying around to the real pilots from now on." The ship's captain smiles amicably as Leoben exits his raptor, though not as amicably as he would have if Leoben hadn't brought a large box of cigars with him from Caprica. Given the invitation to stay, Leoben looks for the busiest area of the ship he can find, preparing to board the next civilian transport that left. There had been a surprising amount of traffic on DRADIS during his approach, but it looked like most of it was between the two battlestars. Leoben could only hope his arrival was unnoticed; he had sabotaged his communication systems long before he was in range, so if he was hailed, he didn't know.

    Leoben smiles to himself as he realizes that he just avoided another pitfall as well: nobody in the corridors or rooms was recognizing him. Adama had already encountered a Two, but that was apparently kept secret from the public, making Leoben's task that much easier. Time for him to begin some friendly conversation...

    With a promise to attend to the Quorum's needs after the Cylon threat is dealt with, the representatives eventually concede to wait until a more appropriate time, even if they aren't particularly happy about the circumstances. After their departure Fisk scoffs, his eyes locked on DRADIS. "Civilians. Can't stand to be out of the know for even a minute."

    Over on Galactica, Dee can overhear Tigh muttering to Adama. "Starbuck should be in the air by now and those raiders are too frakkin' close. Why aren't we ready to jump?"

    "Working on it, Colonel. Basestar caught us by surprise, emergency coordinates were still being distributed." Gaeta responds.

    Caprica. Bustling as always. Then the world becomes a bright light, and thousands of voices scream in agony. The voices are carried away by the current. Too strong. Leoben fights to stay in place, but the river is too strong. The people on the banks don't help; they just watch. Their faces become stars, and Leoben rests in his seat as the heavy raider flies through space. Toward the cylon basestar. Toward the council. Adama laughs, and accelerates the ship on a collision course. Leoben lunges at him, trying to make him stop, but Adama is ten times as large as Leoben. Adama's laugher continues as Leoben braces for impact. A large hand reaches out to protect. Protect who? Too late; as the ships collide, Leoben is thrown from the ship back into the rushing water. Drowning.

    Gasping for air, Leoben awakes from his reverie. The visions have been getting stronger, but also more cryptic. "Truly, to know the face of God is to know madness," he sighs aloud. Quickly regaining composure, Leoben sets about finding transport deeper into the human fleet.
    I will Glimpse the Face of God, then activate the Human Fleet location to scout the crisis deck.

    Talking to the people around him, Leoben is dismayed (albeit unsurprised) to hear that civilian traffic is being controlled with the cylon ships present. Even more distressing is the news of sabotage aboard the Pegasus. They're going to be looking even harder for people like him, and he might not be able to hide in the fleet for very long. His best hope is to calm the public down; Leoben spends the rest of the time before his transport leaves starting and spreading a rumor that the "sabotage" was actually a mishap during regular maintenance. It's a long shot, figures Leoben, but it might buy the fleet a few more moments without panic.
