IP Ban problem

So I seriously hate so badly to be a bitch in this situation, but this problem has greatly effected my ability to participate in the forum community at large, through no fault of my own. Here's the situation:

A while ago, when the latest grouphug + MSPaint thread was going down in SE++, I told an artist/fellow PA fan friend of mine about it and one day when I was sleeping on my couch, he decided to go check it out and try his hand at it on my computer, since he's a bit of a transient and has no computer of his own. Well, though his contribution was met with general praise for its humor, it did infact contain some grotesque cartoon nudity, which, of course earned him a ban from Manifest on his newly created account, and rightfully so, since he had elected not to read rules before posting. But of course, being...well, an idiot, he decided to not only attempt to circumvent the rules by just making a new account, but he made it known that he was in fact the same person by talking about his banning on this newly created account. So, of course, this earned an IP ban. Now I knew nothing of this and when I woke up he was sitting on the other side of the couch and all he said was "So, you might not be able to go to the PA forums from home for a while." I just thought he didn't know how things worked and had just gotten himself banned but no, he had managed to get my whole, fucking home setup banned. Needless to say I was pissed since this has slowly become a large part of my recreation activity. I work a job where I can spend a decent amount of time on the internet, so I've still been able to post fairly regularly, but the more I get into things the more I want/need to check on stuff from home. Now, as soon as I got back to work after all this happened I sent Manifest a PM explaining the whole situation. I actually got a reply that just said "IP ban lifted" which I was, of course, relieved to hear. But when I got home, that wasn't the case. So I sent Manifest another PM but I received no reply.
Now, I know there's no way for me to prove that it wasn't just me being a douche, except to say that I'm not a douche, and I wouldn't do that because I am well aware of the IP ban possibility. I don't know what my home IP address is offhand, but its under the name Ponch, which was the name he chose to register.
Again, I'm sorry to be a bitch, but now i'm to the point where I feel like I'm suffering because of this douches actions, through no fault of anyone but him, of course.

But seriously, you sound like a reasonable enough guy so if you PM someone who can deal with the situation (a mod from the correct forum, or Whippy, the admin) and explain it to them, and you're a dude known for normally being cool, you have good odds for getting the issue resolved favorably.
