Formation of the new style army that looked like the armies of Europe or the Americas in the civil war came about in the 1860's.
It should be remembered that industrial era armies in the west didn't come about until the 18th century, by which time the bakufu had managed to seize power and locked down the entire nation. There is a 150 year period during which no significant military research is done and no significant foreign trade, during which, in Europe, there was a massive technological revolution. The Japanese were largely on par technologically with Europe prior to that.
