PM Privileges

It has recently come to my attention that I don't have any PM privileges. I recieved a fairly important PM from someone who doesn't have their e-mail listed so I can't write an e-mail to them. Whenever I tried to send a return message I got this:

Sorry, but the administrator has prevented you from sending private messages.

I've not done anything that I can recall which would result in me losing said privileges. Any help would be appreciated.

    Nope, previous to this attempt I've only sent 4 PMs, none of which could be considered inappropriate or harrasing.
