I'm not sure if this fix has been posted yet, but I thought I'd throw it out there. I tested it myself and the difference is HUGE.
-launch blops multiplayer
-ctrl alt delete
-in your task manager, right click steam.exe and set priority to LOW
-set priority on blackopsmp.exe to HIGH
I still see people jumping around a little bit, but my PERSONAL performance is butter-smooth. It's like night and day, literally 100% better. Try it, if it works for enough people please put it in the OP.
I'm not 100% sure why this works, but there have been rumors that blops is not using video RAM effectively. If that's the case, setting the priority on the mp client higher is probably alleviating the problem at least partially by allocating a larger percentage of system RAM.

You can change sound to CD mode: 16 bits 44000 hz CD via control panel sound setting.
Misc. "potential" performance tweaks:
Run Steam in Offline mode > Start Black Ops > End the steam.exe process > Set BO process priority to high
/r_multiGpu - should be set to "0" if you do not have a multi-gpu graphics card.
/r_blur_allowed - people are reporting minor frame boosts with this set to "0"
/r_distortion - people are reporting minor frame boosts with this set to "0"
/r_dof_enable - people are reporting minor frame boosts with depth of field set to "0"
/r_glow_allowed - people are reporting huge frame boosts with this set to "0"
/cg_brass - people are reporting minor frame boosts with depth of field set to "0"

COD Points
Every time you play, you earn COD Points -- CP. What you used to unlock by level is now purchasable with the in-game currency. Unlock what you want when you want (Cannot be purchased with real money)
Contracts
Contracts are time-limited challenges you buy and get more CP if you finish them. "Using any combination of stats, we can make any kind of Contracts we want, and can change them at any time." Mercenary, Operations, and Specialist contracts - Contracts are going to be huge, do challenges for what type of gun you want and earn more XP and more CP! (Something like challenges)
- Wager Match - a new Free for All game type. Put your COD Points against other players and the top three people get paid in the match - top 3 get paid. One in the Chamber (pistols only, one bullet, 3 lives gain ammo from kills), Gun Game (go through each weapon), Sticks and Stones (Ballistic knife, tomahawk and crossbow) Sharpshooter (everyone gets same random weapon - each kill = perk and score multiplier.)
Diving Ability: Dive into prone/Dive behind cover/dodge grenades/can’t shoot while diving (Heard it was glitchy and the animation takes about a second to get out of, haven't seen much so far)I have also heard that you can dive through windows and over cover.--Holi
Customization: You can customize your weapon so it looks the way you want it to look - 16 New camouflages patterns, and you place your emblem on it, customize your red dot sight

Emblem Editor – Images, layers, and a background. You change the scale, move, color, rotate, all that stuff. Create layers, then purchase the option with COD points to put it on your gun.
Killcams show customization so you will know exactly who shot you just by seeing their weapon.

- Theatre mode: All Live games can be played back, searched, tagged, everything. The footage is yours. Storage up to 7 days or 100 games.

Create a Class
You see your character on this screen because Perk 1 has an impact on how your look in the game. If you are Ghost, you wear a Ghillie. If you take Flak Jacket, it's shown and you take less explosive damage.

Don't worry.
First Strike maps are bad.
PS3 is tryin to protect you.
Which makes them not the worst maps in the game.
But close?
Stadium's main issue is that B is an insane meat-grinder even by other map's standards on Dom, but even then I still enjoy it.
Cracked is easily my least favorite map in the game. I have a pretty strong dislike of Launch, too. There's just something about maps with a big ridge in the middle that doesn't sit well with me.
I don't particularly mind either of them. I'm not going to argue the technical merits of their design, but when they show up I don't want to quit the lobby and fine a new one (like I do with Cracked).
Kowloon is extra fun with an SMG class and Berlin Wall is just fun in general.
Never played Ambush. I think the reason I don't mind (and even kinda like) both Discovery and Berlin Wall is because they're two of the more friendly sniper maps.

I haven't replaced the 360 yet, but resubscribed to Live and have my current 360 jury-rigged to work long enough to play a few games before freezing up or whatnot. So kinda?

I really like Cracked, but that's just a preference thing. Some aspects of it are rough, but it's good for close quarter combat, but offers really nice sight lines for long range AR shots or sniping to defend B from on the two windows on either side of the map.

I recently borrowed a copy of BLOPS from a friend while he's sucked into Rift and am looking for more people to shoot mans with. I generally suck, and from my limited experience with BLOPS online play, it seems that being on a crappy pub team punishes you *more*
Or maybe it's just that I don't know the maps/traffic patters very well, so I'm running around like silly goose.
Anways, my gamertag is the same as my username (grim sb) and I'm more than happy to absorb bullets for the team.
Also uberbitchisback mode with the Famas dual mags in groundwar, the entire team in 29 seconds start to finish. Thats going to have to be rendered because...well...entire team meet dual mag SoH reloads.
Steady Aim + Variable Zoom L96 is quickly becoming my new favorite combo.
On Hanoi I had a kid put two hits into me with a 74u and I did a 90 degree turn and domed him with a dirty quick scope. It was so dirty I had to go take a shower and cry after I did it, he also proceeded to spam hate mail at me calling me a cheater, aimbotter, bitch, and every other generic insult around.
I just replied to him Umadbrah?
He replied that I should go and pleasure myself
So I proceeded to follow him into another game and exclaim with joyous amounts of glee

In any case, I had an awesome game earlier. I went 56-1, and my only death was because of a ridiculous suicide. We were running as a group down one of the first-story B buildings on Hanoi, and an enemy was amidst us. We were shoulder to shoulder with him and strangely, no one, including the enemy himself, seemed to know he didn't belong. I rush ahead a little bit, decide to plant a claymore by the doorway, and our friend rushes forward, triggering the claymore and blowing me up. Sonnuvabitch.
