I'm pretty sure that it only means they're immune to the court mechanics, which are separate from the vote.

From what I gather, it's like the HP system in most Blarney/Infidel/Blarnfidel games: you can "damage" people by piling on the evidence, or you can "heal" them by providing a defense. The difference is that the actual killing is a separate role.
