It's possible for posting restrictions to attach day 1, I don't know where that info on second day restrictions came from.

I think the assumption was that posting restrictions which are applied by targeted abilities, if any such exist, wouldn't be observed on day one. Certainly the host could give out post restrictions that hold from the beginning of the game.

it would also be monumentally stupid to tie post restrictions with being mafia, because it would make mafia pretty easy to identify. so post restrictions would seem to reasonably be not related to mafia status.
