Apparently in some novella it's explained that Ocampa normally have twins/triplets.
Not much of an improvement. At best you'd be maintaining numbers. And according to at least one Time Travel episode, Kes debunks this.
That's actually defensible. The Ocampa as they're found by Voyager are no longer in their original state and Kes had been exposed to something something change.

Yeah, I liked that one as well, the whole "Will they get home? NO!" thing aside. I think it also truly starts the Doctor on his own character arc.
