Honestly, doesn't the last Hero go in the Empire? The OWC says "place one in the Empire, then one in each region blahblah." You have to work through the orders in sequence, right?

I had played a card right before realizing that it wouldn't do anything in the area I wanted to play it in. Is it possible to just change my play to Warpstorm and act as if the card I played before is still in my hand?
