It's a chatbot combined with a ROM of Pokémon Red that takes input from twitch users in chat. Naturally this is total chaos (not helped by twitch streams automatically putting a 20-30 sec delay in). They're nearing the end of the game, but it's spawned an amusing little culture of its own.
