A closer comparison would be bringing back Ness and Lucas, considering Ninten, but moving away from that in favor of adding Duster and Kumatora (who uses the same PK specials as Lucas).
Lucas is dramatically different from Ness aside from his specials, it wouldn't make much sense to turn him into an alt costume. That would mean all the assets still have to be created, they just threw away a perfectly good moveset.

Yes. It's a setting that traditionally has sleeping dragon gods and cataclysmic level magic. It doesn't make amnesia feel any less silly but at least that type of setting makes it ever so slightly bearable as a plot device.
