    OK, is there some way to consolidate my two groups of units to one place? Like if I take Territory #16, can I consolidate units from #16 and #17 into #14?

    You are allowed to make one maneuver each turn. This allows you to move as many troops as you want (while still leaving at least one in each controlled Territory) from one Territory to one other connected Territory.

    Normally you can only do this at the end of your turn, but because you chose the Saharan Republic faction, you can make the maneuver at any point during your turn.

    Currently, there's no way for you to consolidate all your troops in Territory 14, as you would need to make two maneuvers (One to get troops from 17 to 14, and one to get troops from 15 to 14).

    Just to be clear You cannot move troops from one Territory you control to another Territory you control except with a maneuver.

    Now if only I could remember the rules. I thought you got cards when you captured their HQ not knocked them out... That means I really should have just gone north since I couldn't win by doing this anyway! Instead I threw away my army capturing a capital I can't hold and won't let me win
