Yes. It's also used by modders blatantly using assets from other games.
Kidding aside, there are a handful of mods on there that add some neat stuff. They're generally on Lover's Lab instead of the Nexus because they require porn mod frameworks or something.
Edit: For Skyrim, anyway. I don't know if there's anything interesting for New Vegas.
What, loverslab? Is that used for anything other than porn?
As an example of what BionicPenguin mentioned, some mods that add abilities to web targets use animations that were first used in kink porn mods. You may question what they devote their talents too, but the people making animations for some of the less kosher mods out there do really good work that would be time consuming to do from scratch.
Also the HDT physics extension DLLs are almost solely hosted and updated on loverslab. I mean, yeah. We know what THEY use them for, but they can be used for completely inocculous things like hair physics.
Okay, I was expecting Energy Weapons builds in NV to be easier when I got to Repconn, but this is ABSURD. Thanks to GRA, Chet in Goodsprings sold a perfect condition Plasma Pistol and Ammo. By the time I got to Novac and on the way to Repconn, I got enough plasma rifles to repair one to full condition and over 100 MFC to use for it. Now I find a shit ton of Laser Rifles AND more ammo, so I got a mint condition laser rifle, plasma pistol, and Plasma Rifle... I gotta bump up the difficulty, because with ED-E, this is too easy (I'm only level 6!)

Maybe you shouldn't be playing M rated games, then.

That doesn't sound like GRA. You wouldn't happen to be using A World of Pain, would you? That mod fucks up the leveled lists something fierce.
the new GRA weapon mods require GRA-labeled weapons. So in Goodsprings and Novac for example, you can buy a 'Plasma Pistol (GRA)' which is compatible with the GRA weapon mods, and only those mods.
Damn, I was looking forward to AWOP since I was wanting some nice variety in my next run, but now I'm worried about it messing up the leveled lists. Then again, it's not like I haven't played a dozen times before.

I remember someone did a pretty cool hair physics thing using a mod designed for boob jiggle as a framework
Plasma Rifles can be found all over Repconn if you go around the level I mentioned (6), though all the ones were on Bright Brotherhood corpses outside the center. Was sad there weren't any plasma defenders though, but I got one later. Now I got the Q-35 Modulator and a Plasma Caster... yeesh this build is scary now.
When I tried AWOP, the powder gangers that attack Goodsprings all had mid-tier weapons (ripper, fire axe, .44, etc). Other low level enemies also had the same sort of weapon, it was just blindingly obvious in Goodsprings.

There is also a mod for skyrim where itll show your favorited weapons on your person and they'll clink and shake thanks to those physics.
It's a feature I want in F4. And seeing as how the engine is the same I'm sure it'll be a possibility. Although F4 has a lot fewer holsters than skyrim has sheaths or stowage locations.

Jingle, yes. Definitely not Jangle. Gamebryo does not support jangling. Some modders have gotten close, but it makes the game notoriously unstable.

Hey guys, found some (really crappy looking) cam footage of the Gamescom demo:
Can confirm its the same as what was shown at Quakecon, although the quakecon demo was longer. If I can find a better version of this I'll post it here.
Oh god....they're bringing that shitty word game back for hacking.
Godammit, Bethesda.
Man I don't even play that game. I just select 3 words at random and if they dont work I just back out and do it again. It usually only takes 2 or 3 tries. It rarely ever takes longer than legitimately playing the mini game, hell sometimes I get in on the first word I choose. Yeah, homie dont play dat.

I must be the only one who likes it because it's like a fun little mini-puzzle. At least it's not stressful like Bioshock hacking, because you can take your time with it.

At the easy and very easy tiers, it's not too bad. It gets ridiculous at the hard and very hard levels though and is just so much more time consuming than lockpicking despite often unlocking the same area.
In general, it has the issue of essentially being a puzzle in an RPG that relies almost entirely on the player's ability to decipher it than the character's skill beyond unlocking the option to tackle tougher puzzles. It's a design choice that can grate people for various reasons as is and then it's made to pause the flow of the rest of the game on top of that.
I'm curious to see if it's changed so that skill/perks make all levels of it easier in 4 instead of just unlocking tiers like how Skyrim let you at least attempt tougher locks even if you were going to have a rough time of it.
My main problem with the hacking minigame was the skill requirement to even look at it. It's the same as with lockpicking. If you're making a minigame to get past this obstacle that means you want my skill as a player to be a factor in it. Harder locks are more difficult to pick, but I can't even attempt them until my character's skill is at an arbitrary value. There is functionally no difference between a lockpick skill of 25 and a lockpick skill of 49, and that's poor design. Sure making it higher increases the force lock percentage, but I don't think I ever used that once in any of my time with either 3 or NV. It's a hard problem to solve, because if they give full access to all difficulties of lock regardless of character skill then a lot of players will simply ignore that skill entirely and suffer through the harder minigame (or mod it out entirely). This is what made the lockpicking tree in Skyrim essentially useless.
I don't really know what I want, honestly. I don't think i'd like a pure percentage chance based on skill anymore, but also if I never have to do a lockpick minigame again it'll be too soon.
I thought New Vegas shitted on the hacking system. Unless I'm remembering wrong, an increase in Science basically made the consoles no-lose attemps: "Oh there are five words, one of which is not like the other. . ." This is of course if there weren't 4 words to start with. New Vegas basically removed all that.
I will agree though, they could have done SOMETHING different with the system (assuming this SINGLE instance demonstrates the hacking and lockpicking systems in place. . .it could be one giant troll of expectations). They should have at least gone back to the Elder Scrolls system where your skill determined how difficult the attempt was, not whether you could do it or not. Having to meet the skill requirement AND slog through the minigame was indeed annoying.
That said, there's enough view in that "footage" that basically tells me we are getting Fallout. And I love it.

It does actually. Lower skill means the lockpick breaks much easier in higher skill locks.

Literally sawing people in half with bullets now. That sure wasn't an effect in Fallout 3 or Vegas before!

But then I also turned it into a programming exercise and wrote a shell script that finds the answer
...
it sure would be cool if you could write mini programs on your pipboy, as an optional feature...
Yeah, the "hardest" ones were definitely the easiest.
