Question about Valentine's Day 2014 PA Pin on eBay - Urgent response needed if possible

Take a look at that listing and especially the picture. Look at the heart part of the pin. Is the heart supposed to have all those little white markings on it? Is it part of the design? Those things just raised a big red flag for me. So I'm skeptical about bidding because I know this pin is rare and the seller is only listing it for $20.

On pinnypals.com, the images for the Stocking Kemper and the Valentine's Day pins don't show the glitter so that didn't help.
