Draft categories on mobile are disabled

I was trying to post a draft discussion in H/A but it won't let me submit without a category and when I try to select H/A, it's disabled in the selection box.

I'm using chrome on a LG G3.

    I just tried it on a desktop computer and it has the same problem. I'm using Chrome on a Windows 10 machine.
