I have a HP slimline computer with a 4 pin Wistron 360.06e0u.0001 as the CPU fan. It looks like a regular case fan that is screwed onto the heat sink and has a plastic shroud clipped to it. This is the fan put on by HP.
Good question. I see someone on Ebay trying to sell a bunch of those fans, you could maybe ask the seller if it is a PWN fan or not. Or you can chance it ie. if a fan has four wires connecting it most likely it will be a PWM type.
I may be misunderstanding the question, but the point of thermal paste is to assist in even conduction of heat from the processor into the heat sink, and so only goes on the contact surface between the heat sink and processor. It would not involve the fan at all.

The fan is just there to keep the airflow over the heatsink high, so it continues to work efficiently.
