the hand is specifically not a target, it's only at the wrist. You also will get carded in fencing for bringing your hand up like he is. I would have to ask on the set, but I think this is extremely on purpose. I watched the scene again, and you can see that he's doing this because he doesn't respect her. Kate is in a proper fencing form, as far as an idiot like me can tell. She's holding her hand back and she is focused on Doing It. On the other hand, the step dad doesn't give a shit, he thinks/knows he is better than her, he is showing off. she hits him in the chest where his hand is, and he pulls back and lets her hit him there. That's right when she says "stop letting me win".
The flagrant rule/form break is how she knows he is fucking around, and it's why she's getting pissed off. He's not even giving her the respect of doing it right.
Tof is correct in that if your hand comes up by your waist but is not covering, it can still be hit and the blade can scoot up the hand to a proper touch and still count. Play doesn't halt if the hand is hit, it just doesn't count, which is why any serious fencer holds their arm way back when they engage.

Today I tried to give a sales pitch to one of my coworkers on them watching 90's Star Trek.
"It's got wild energy. One episode will be about wacky time-travel hijinks and then the next episode will be about the horrors of attempted genocide. Manic tonal whiplash, that's the Trek guarantee!"
Holy shit people weren't kidding about that Arcane show being absolutely gorgeous. Like, almost certainly the best looking 3d animated show I've ever seen. The character designs and animations are incredible. The cast did amazing work as well.
Also, the story was...actually good? And kind of...bold? If thats the right word. After I was a few episodes in and I grocked what was happening, my jaw barely left the floor till it was over.
I hope it was as successful as it seems like it was and they can make more, because hot damn.
