EVs change your stats based on which pokes you fight.
IVs are determined at birth and are a random number (annoying as balls).
EDIT: Both were present in G/S as far as I know. I do know that IVs where present in G/S. In fact, that's why you couldn't transfer pokes from G/S and B/R to RSE, they used a different value system for their IVs.

G/S did have IVs, but the formula they used for them made it to where they affected the stats ~10 to maybe 15 in difference.
The only real reason IVs were in G/S was to incorperate Shinies, which was weird because there was a way to trade a G/S pokemon to R/B, alter the stats, then trade it back and it'd mysteriously be shiny.
Ah yeah, the Weight things from the Battle Tower are +4 EV for one stat per Poke killed
which is doubled by Pokerus if you have access to that
then it's x2 of the Poke's actual EV.
I don't do the Battle Tower enough, so I make due with a Macho Brace and Pokerus.
also: damn, they really rag on Magikarp. The Pokedex entries for it are downright brutal.

Hopefully come this weekend work will stop being crazy and I can get back to Pokemoning it up. Most of my team is already done, just a move here and there.
Alakazam, he's the tournament friendly Mewtwo. Just make sure he's got maxed out speed and spec atk EVs and sweep away. Oh, and remember that the slightest breeze can down most Alakazams, so don't whip it out haphazardly.

Think I'll break my PokeHiatus by making a Cradily.
So it's kind of weird how the official site for the Pokémon TFG only shows a small number of the figurines. Pokebeach has a poster that shows all the ones in the first set, which I uploaded to my photobucket in case he has some weird hotlinking rule.
I vaguely remember there being more on display at comic-con. Possibly second set models. Possibly just mixed-up memories from all the D/P posters, costume characters, trading cards, pencils, etc. that was going on around their area. Madness.
