Hello, and welcome to the General Build Thread. Instead of having a multitude of new threads, this thread will house all builds for Heroes and Villains. This thread will help new and veterans alike on AT selection and powers.

I strongly encourage all of the Level 50's to post their own build to provide some assistance to other lowbie heroes and villains. Include details on how you play your characters and why it works for you.

CoHPlanner is a web based planner. Doesn't have IOs in it yet though. Mid's Hero Designer is another planner. It has IOs and set enhancements with tons of other features too.

Two or three slots were changed after this build, but most of them are in the same place. This build really works well in PvE. I've tried it PvP, but never to the extent to say its good enough to actually duel against others with. With spines, you have more AoEs than other scrappers. Spines has the ability to take down 8 man spawns, and does really well with groups. Regen has the ability to stay in fights for throughout the battle. With quick recovery, some opt not to take stamina, but with spines I found that it is end heavy, so I specc'd into stamina. I didn't take Moment of Glory from this set because I found that it really wasn't that good. It takes nearly all of your HP and negates regen, which defeats the purpose of the regen set. It is more of a situational power.
With Focused Accuracy, you tend not to miss much at all. For my attack chain, I go with Build up -> Energy Torrent -> Throw Spines -> Spine Burst -> Single Target attacks such as Lunge and Ripper. Energy Torrent has the ability to knockdown (not knockback) enemies, which provides spines damage mitigation. You can throw Energy Torrent and Throw Spines before most of the enemies gets up. Then you jump into the crowd and use Spine Burst and with quills and single target attacks you clean up the rest of the group. With this attack chain you can easily kill +1 and +2 minions most of the time.

Combustion: Possible, but I had it for a short time before respeccing and it was merely ok. Though it was unslotted and I wasn't teaming much at the time.
Blazing Bolt: Tempting, but have no clue how useful it is.
Shiver: Had it before respec, and am considering it for it's PvP utility, as well as suplementing Arctic Air
Stealth: Could make solo mission running faster, since the Domi is a slow soloing class. PvP ability as well
I'm also eyeing the Medicine and Teleport pools, though I'm not sure how useful they are.
Any experience with any of these powers?
And from listening to Ghostalker pvp as a villain, I take it storm defenders really fuck people up in pvp.
You might want to look at Dark Miasma. It's a really nice combination of heal/rez and debuffs. I'm a little biased, having 3 different chars with Dark Miasma, but it's a nice set that keeps you busy and makes a noticeable difference on a team. Unlike, say, Trick Arrow, which is a good set technically (lots of good debuffs) but your team won't necessarily notice because the powers and effects are pretty subdued and there's no heal/buff. (It's too bad too, TA gets a bad rap.)

Well, I actually have no problem being heal/buff oriented, I just particularly liked, well, storms. Otherwise, I'd just go with kinetics or empathy.

For slotting? On my level 50 Energy/Fire Blaster I have Build Up six slotted with three recharge reduction and three to-hit buff enhancements. You could maybe forgo six slotting (not sure what other folks around here would think) but you definitely want two to three recharge in it at the very least.
As for your build, I would suggest not taking Energy Torrent. It's an overall weak AoE cone attack that I respected out of pretty fast. Energy Torrent and Explosive Blast are actually pretty much the same powers, except Torrent is an AoE cone and Blast is a targeted AoE attack, so take one or the other I guess but not both. I prefer Explosive Blast, simply because it's easier to catch a group of enemies in it's AoE radius.
If you plan on taking powers in the order you've shown, Energy Torrent is a waste at level 26 ... and you sure as hell don't want to six slot it. Take one of those slots and put it in Power Burst. Power Burst is short range, but it's one of the most damaging attacks in the Energy primary so you really shouldn't neglect it.
One last thing ... you might want to try to rework some of your choices early on so that you can get Stamina at level 20 and not 22. Not necessary, but most people like to get Stamina as soon as possible. Having Stamina made my Super Strength/Electric Armor Brute go from a lowly thug to a nigh unstoppable force.
Just a quick note: this is not a power build. This is pretty much the same build I came up with after respecs came in after I1 and has never changed save for when ED came out and I replaced the two red SOs in my attacks for a accuracy and recharge reduction.

Like Scooter said, 2 Acc, 3 Damage; and then either recharge or end reduction if you're having end problems. Obviously I like recharge in my two main attacks, and I should really swap out one or both ranges in Burst too (it used to be half its current range). Don't skimp on the accuracy, add those before damage.
Re HOs: The nicest thing about Invention sets is that they can compete (and some say outperform) HOs, and at lower levels. You probably want to look into sets as soon as they make financial sense, because like HOs, they make each slot in a power "go farther". The immediate effect won't be as dramatic as HOs, which basically give you an extra slot each, but every little bit helps. I'm not terribly familiar with sets myself, though.
As for Build Up and Aim - 3 recharges ASAP. Then for BU, like NAND said add to-hit buffs. I found myself with plenty of slots to spare (see: 3-slottted Phase Shift ), and BU is an essential power you will use all the time, so it's worth it. For Total Focus, treat it like any other attack at first, then add disorient durations if you want instead of EndRdx or Rech. HOs let me do all three, but they're overkill since I only use TF when I feel "safe" in melee or need to take a mezzer LT/Boss out of the fight.
For Energy Torrent - At low levels, I'd suggest taking it. It's a decent extra attack, especially pre-SOs and 6-slotted blasts, and the KB can be nice. I found it to be much more handy than Explosive Blast, because I hate the circular KB of EB. Torrent you can direct. I respec'd Torrent to 35 only after I'd hit 50. When I drop Phase Shift I'll probably move Torrent up. Also, if you're going to take EB, 5-slot it, otherwise it'll just be seriously half-assed.
@Ghost's Stamina and Hasten - It's like 2005 all over again! :P
Edit: And in case anyone was wondering about my 3-accuracy Power Thrust slotting, when I'm not about to Nova I often put Thrust on auto as a defensive move, KBing anything that gets too close too fast, so I don't want it to miss. Plus, it's a fun power to watch.

Level 50 Dark/Dark/Dark Defender. This is a well rounded build that doesn't neglect its defensive abilities, but also can blast a lot. Because standing around not blasting is boring.

This is my build to 50 for my 41 Storm/Sonic/Power Defender. Medicine is certainly not required, but having the self heal is useful. Leadership (Assault/Tactics) would be more team friendly.
I should not that Sonic Blast, for a Defender, is incredible. Due to AT modifier, the -Resistance for Defenders is stronger than for Blasters, so you can get near blaster level ranged damage when you combine Sonic Blast with further -Res Powers (Freezing Rain, Tar Patch, Enervating Field, etc) or +Dmg powers (Fulcrum Shift).
