I don't think that underwater cities will solve any overpopulation problem, unless those cities have a lower per-person ecological footprint than above-ground cities. And if we had the technology to make sustainable underwater cities, why don't we just make sustainable above-ground cities first?
We've got plenty of places to put people. We just don't have any way to give the people that live there first-world standards of living without raping the environment at the same time.

Everything I know about urban planning I learned from SimCity, but it doesn't seem beyond the realm of possibility that a city planned with modern technology from the ground up could be more efficient than a centuries-old ad hoc agglutination. Maybe not enough to be a very good idea, but still.

I made a Libertarian text adventure game just now. I'll post the code.
I would assume that any group willing to dedicate millions of dollars to the construction and maintenance of such a location would at least give passing thoughts to their own security.
That may be crediting people far too much common sense, but that is my quiet hope.
I don't think any 'private security force' would amount to a hill of beans when 10 fine sailing ships and like, 200 men of stout nature and ill temperment with nothing to lose show up. Plus they'll probably pay those dudes as little as possible.
I don't think libertarians would have to sink much investment into arming a militia to deal with pirates. I think they've already got a lot of the sorts of weapons that they'd need, and a lot of people itching for a rationalizable reason to use them.
On the other hand, your "Security Force" just set itself up as the ruling class.

So, I think a Libertarian would respond that everyone would be free to own their own guns. So, if you have a dedicated security force that decide to become the ruling class, the unruly mob is also armed and rebel.
What they fail to realise is that any security force would be trained to work as a team and would probably be able to quickly pacify any group of people who didn't have any experience fighting. Maybe if everyone is taught to work as a team? Of course, then that would be a social program and Libertarians are loathe to think about social programs.
They're also pretty loath to work in teams. Who's going to volunteer to put themselves in danger in the middle of a firefight? Better the other guy. They'd have to stop and draw lots to decide who leads the charge or something.
