Yes, that is a scam. Any time you see "Western Union," "we don't accept cash," or "our sole proof of legitimacy is a cell phone number," walk away.

The whole point of using sites like Craigslist and Kijiji is dealing with buyers and sellers in person. In the past month, my boyfriend and I have picked up just a ton of stuff at incredible prices - Gears of War, Halo 3, and a guitar controller for $50, a 6x8" Intuos 3 tablet for $35, a studio-grade 19" CRT monitor for $15, a new-in-box D-Link router for $20, an unused Canon Pixma all-in-one photo printer/scanner for $30, a decent vintage Strat copy with new Fender pickups for $100 - and all of those deals have been made in person. The sellers gave us their addresses, we drove there during broad daylight with cash in hand, we looked the stuff over, we paid for it, we left. Even if something had gone wrong - if, say, we had taken the CRT monitor home, plugged it in, and found out that it didn't work at all - well, we would have known where the seller lived, and we would have been able to just take it back, in person, to demand a refund.

I refuse to make any deals with somebody who uses a site designed specifically for local interactions to try to buy or sell things internationally. I wouldn't even deal with somebody who wanted me to ship stuff within the province. If you can't see the person, don't trust them. Period.

I don't know if anyone else mentioned it, but if the terrible grammar didn't throw you off.....the minute Western Union is mentioned, you can safely assume it's a scam.

Also be on the lookout for internet sites that seem reputable and are selling electronics equipment for way cheaper than anywhere else. This is especially bad for high end cameras I've noticed. They'' take your money and have some weird problem come up and you have to call them. Then comes the old bait and switch high pressure sales pitch. Total scam artists.

This is a really good point that deserves to be reiterated. We can make a whole long list of things to watch out for (like Western Union), but at the end of the day, if your gut feeling is bad, don't go through with it. Trust your instincts.

I wouldn't use this as a qualifier to determine whether or not something is a scam. I've seen legit eBay sellers from both the UK and the US type in worse English than THAT.

You'd be surprised at the amount of English people who are terrible at English. Moreover, in London especially, we have a lot of immigrants coming for everything from universities to seeking asylum and many of them have very little English knowledge. It's not something you can ever really rely on as an indicator of trust - I've known some brilliant people who were almost completely illiterate, and some well-read idiots.

Yeah, speak to someone from London sometime. I'm from the UK and some Londoners I'm just like o_O

But Western Union is just always, always, always a scam when it's being used for paying for goods or services. Only use WU if you are sending money to someone you know.

Because it's like just giving cash to someone. Except you don't really know who that someone is, you don't ever meet them and you don't get any proof of receipt or any come-back if they don't then send you whatever goods you ordered.

    http://scams.flipshark.com/westernunion.html

Basically, they can collect the cash with nothing but the unique ID number of the transaction, so you don't even know if the name the person gave you is true.

Yeah, what Szech said. There's a decent explanation posted here, but it basically boils down to the fact that Western Union was never intended to be any sort of escrow or payment service: it's just a way to send *cash* to people you know. If you pay for something with a credit card or Paypal, you can file a chargeback/dispute if you don't get the item, or if it isn't as advertised. With Western Union, there's no way to do that; you're just fucked.

It's sort of like buying something off eBay and the seller asking you to leave the cash on the fifth seat on the left hand side of the second carriage on the 18:06 train to London.

No, that's why you're better with an escrow service or PayPal in situations where the seller can't accept credit card payment directly (or you can't pick up the goods in person and pay then). Credit Card payments are typically protected against mail order fraud by the issuer and escrow works by you giving the money to a third party who confirms to the seller that they have it but doesn't release it to them until you have confirmed you've received the goods in good condition.

Western Union doesn't have any of these protections as it was never intended for use as a payment system for online orders anyway, it's more about sending money to your kids in Ibiza after they get wasted on Sangria and Ecstasy and give their wallet to a street whore.
