I got Tycho's final upgrade, but I couldn't get the other two because I couldn't collect enough parts without going to the World's Fair. Once I was there and got enough for one of them, though, I went back to Anne-Claire's room, and she was gone. How are you supposed to get the upgrades?

Also, the item you have to find for Gabe's final upgrade are a pair of manacles in the Sanitarium's dungeon.
