The longer you're in the more leeway you get. My first time I was told to put together a dream sheet of places off a list they gave me. I got number three (Which taught me to never pick a place unless I'm sure I want to go there) though before I was told where I'd be going it was made clear it'd still be based on the needs of the Navy.
I'm not sure how the army does it but I'm sure that, after your first duty station, like the Navy you get a bit more input. When my end date comes up I'm given a list of places to pick from, these ones actually pretty much guaranteed.
