Me & the boyfriend moved into a nice smallish terrace house together last July- it's rented, so major changes such as repainting are out for the most part. It's clean and fairly modern (came fully furnished) but very very sparse still- I've gone from being crammed into a teensy little bedsit in a house with 6 other students to having a whole whopping house to play with.
So I was wondering if anyone had suggestions for cheap, effective, nice things that'll make it less of a box-for-living-in and more of a home. I'm in the UK if it helps. Main issues are the walls being horribly bare, but I've been living the student-poster-covered looks for a little too long and I'm trying to get a bit more grown-up looking. If that makes sense!
You can get fairly cheap prints and wall art from Ikea, and can probably find frames cheap there as well. You might want to look in some magazines and figure out what kind of style you like so you don't end up with a mish-mash of stuff.

Hobby Lobby usually has some random 30%-40% sales on their accents. Also, they have online coupons that anyone can print off on a fairly regular basis. If you have one out by you, they're worth checking out.
Ikea's not bad, but then again, most home and garden places will suit you well too. I know you mentioned you've grown tired of posters, but some aren't bad and some places will frame them up and they look pretty good (even the lower-end ones). I've picked up one at allposters.com and it came in quickly, cheaply and is pretty nice - they have a pretty nice variety outside of the typical children's to college dorm room affair.
Look around for small, local framers - google, or ask around. My friend introduced me to a wonderful guy in a part of the city I'd have never normally visited who custom-framed some prints I had for 8-10 pounds each. He did a really lovely job and had a huuuge variety of woods and cardboard inner mounts to choose from.
The prints themselves I actually got at a convention in the US, signed by the artist, for three dollars each. I've also bought nice art before from country fairs in the UK. So I'd definitely recommend those for cheap art (I also grew friendly with one artist who ended up giving me a piece of original artwork for free!). Lastly, two of my uncles are artists (one professionally, one on the side) and they sell a lot of artwork by throwing open-house sales with other artists.
Design Sponge has some pretty awesome, cheap DIY type projects. I just discovered it and I've been drooling over the lot of it for the past two days. Also, it's not the typical house-fixer-uppers...a lot more hands-on, and IMO a lot more fun, if you're into that sort of thing. Hope this helps.
I don't know what the equivalents are in the UK, but thrift stores in the US like Goodwill and Salvation Army are great. Yard sales (garage sales, boot sales) and flea markets are great too.

It's a cheap option, and buying things like this - that you feel are just right - will make the house a home. Much more so than some mass produced stuff from IKEA that sits around in a million other houses.
Too bad you can't paint over your walls, a fancy colour on one wall is a cheap and neat way to bring some more life to a place.
Anyway, have you considered a rug on the floor? I'm not going to suggest a Persian, there is also all sorts of rugs with a modern design. It can really bring some colour to a room.
Also, I haven't seen anyone suggest that program that allows you to blow up images to ridiculous sizes and print them A4 by A4, it's like the grown up alternative to posters nailed to the wall. I forgot the name of the program, though.
I've liked the idea of using records as posters lately. A lot of places sell frames that fit a record sleeve perfect. They probably run $10-$15 dollars a piece. Then go to thrift stores and garage slaes and find some cool old records, (a night of cha-cha, tango away the blues... whatever you like) and hang them up. Looks neat, and the cool designs really stand out.

It organizes them by style so you can figure out which one is right for you. For example, I tend to prefer Asian and Modern spaces.
Art.com is also a good place to start looking at different kinds of pictures to get a feel for what you really like. I've never bought from there so I can't vouch for it, but it really lets you dig around and find some cool stuff.
When I was at uni I had a pretty simple idea that worked out quite well. Everytime I had some mates round I'd get them to draw a picture of message or something with a marker on A4 paper, then have em cut it out or whatever they wanted. Ended up with a wall full of wierd pictures and messages, was pretty sweet.
Also obligatory Rasterbator link. Can make some pretty good big wall coverings with it.
Go to Au Naturale, buy some of their canvasses, get some acrylic paint and brushes from WH Smiths and let your imagination go crazy!
I'd definitely think about doing this -- even if you think you can't paint, just some abstract squiggles or dots or stripes or whatever can really look very neat. And since you get to pick the colors, it'll match what you have or bring in whatever colors you're looking for.
Overstock.com and Ebay.com are great for getting things for around the house. I think the biggest money saver is doing the labor yourself. Also, a coat of fresh paint goes a long way....
