The StoryPHOENICS Bunker Charlie 42 has opened. It's been twenty-seven years since the bomb fell. You've been awakened seventy-three years too early.
Ninety-percent of the world population is dead. Every major city is a shattered graveyard of skeletal towers. Massive deserts dot what was once prairie and green hills. As the few survivors crawl out of bomb shelters and fallout bunkers, they behold a forever altered world. Radiation levels have begun to fall as new societies rise. Human civilization is just beginning to rebuild. Welcome to life after the bomb.
This is a d20 Modern Play-by-Post game, using d20 Modern and d20 Apocalypse. It explores humanity scrambling to rebuild after tearing itself apart. Players join a destroyed world, where every bullet counts and every item is worth its weight in gold. This a game of nuclear mutants, of road gangs, of scavenged vehicles. This is the world of Mad Max and Fallout. Here, every bullet fired and gallon of gas consumed has enormous impact. Can you survive in the new world? Can you help rebuild humanity? Can you live after the bomb?

The Players
This game will always be open to players! A player can join at any time (with the understanding that it might be a few posts before he gets worked in) and anyone is welcome. If you can write quality posts and make the posting windows, join up!
Players who join at the start assumed the role of a United States PHOENICS Team. The Protection of Humanity by Organized Engineered Nuclear Insulation Chamber Systems program was started in the Cold War with the goal of preserving the nation of the United States should the unthinkable happen; a global nuclear holocaust. Dozens of PHOENICS bunkers were scattered around the US. Each bunker was assigned an elite, highly trained team that would undergo cyro-hibernation in the case of a large-scale nuclear attack.
After a hundred years, the teams would emerge from their hibernation, equipped with the knowledge and tools to reinstate the United States. However, Bunker Charlie 42 has suffered a disaster. Located deep underground below Hayes Center, Nebraska, the bunker's mainframe has released everyone from their hibernation chambers. Players awaken to find their bunker damaged and heavily looted, with most of the team dead. As Team Charlie 42, they now must set foot out of the bunker to survive. They must explore the world around them and discover what has happened. It is a harsh world out there and they will meet many enemies… and some allies.
People can join as survivors of the nuclear holocaust, such as bikers or some zany crazy old man that lives by a dried out lake. This setting is pretty conducive to stumbling about random wanderers so it won't be too big of a deal to write a joiner in. Likewise, it isn't too difficult to write someone out, as a character might simply settle down in a community to help it regrow.

The flavor of this game will be very Mad Max-ish. It will be somewhat zany, with mutant biker gangs and steampunk sandcrawlers, to bizarre cults and societies. It’s a feudal world out there. Since this is a PbP, it will not move as fast as a tabletop or IRC game. Therefore, I’m going to be enforcing a set of rules to help clip it along.

No one-line posts. I’ll be writing longer and more detailed posts, I’d like this PbP to read as a pulp novel rather then a disjointed conversation. If someone posts small posts, they'll be getting less XP!

2-day posting window. Every other day(usually night or early next morning) I’ll be making a GM Story Post. I might miss a day or two here or there. If you don’t make the window, your character gets NPC’d.

Missing window three times without notification equals character death. If you don’t post for more then five days, I’ll kill off your character. This basically means if you do not post during the weekdays, you'll get murdered. Of course, if you shoot me a simple PM or say you can’t make a few windows in the OOC thread, no worries. We’ve all got lives. If you get killed off and want to still play, re-roll a character and wait for him to get inro'd.
Hopefully with these rules in place, the game will avoid a lot of problems most PbP games have. You ODAMers are pretty awesome so I think this will totally kickass. I’m not setting any limit on players; there can be as many as people who want to play.
At this point you must ask yourself one thing; can you live after the bomb?

I am pretty excited after looking at who all are wanting in on this and I tell you I think this is going to rock.
I've been getting a lot of comments from people about not being sure what they want to be so I thought I'd eleborate a bit in hopes of stirring creativity.
The idea is that the PHOENICS Teams are comprised of individuals who represent America's best chance to regrow. Now, there could be a million reasons you'd get on a Team, it could be a political appointment or wrangling by a selfish individual who wants to make sure he lives through doomsday. It could be someone who has a secret agenda and wants to rebuild the world in their vision. It could be a patriot wanting to ensure the American Way does not die out. These teams will pretty much have anyone, as every facet of modern life wants to be represented.
The idea also is that no one really knows the other in these teams. You get selected, then go about your daily life close to a secret bunker. When the call comes, the team assembles and is spirited away to their destination. So there's a lot for your character to mull over. After all, to them they've just waken up. It was 15 minutes ago that someone was telling you that the world was about to end...
Now, if you want to play a survivor, I'm all for that. I'm going to limit the Survivor type characters to a few people, however. So keep that in mind. As you guys go about getting characters created ask questions and I'll get answers in OP.
And once again, I'm not really setting a cap on how many players.
I will also be on AIM for a few hours (talonofrazor) then in the ODAM IRC room afterwards for questions/brainstorming/whatever.
Obviously not as a member of the starting PHOENICS team, but... Actually, I have an idea in that direction which is not yet fully formed so I won't post it yet.
Anyway, too late, or not late enough?
EDIT ADD: Another question, the answer to which might help some people: Who is/was selecting these teams? Is it basic political bureaucracy or some sort of think-tank full of super-genius' with no social skills? Are the selectees carefully regulated and psychologically profiled or just picked for their hard skills and thrown together?

Nah, I'm going to have it so anyone can drop in or out. I'm trying to have this game be an example of what can be done in oDaM (which is why I am having it played here) and to attract new forumers to it. So anyone is more then welcome and in fact encouraged to play a character that may be from a small community and may only help the rest of the players during their time there. Or he can stick around with the main players and travel with them. Get tired of playing the game? Then he's an NPC or Mutant food.
This type of game easily lends itself to a very collected group of people moving around, forming a band of survivors that try to forge something out of this new world, so it's very easy to script in a character pick up here or there.

The idea is that this is a program started by the United States during the Cold War. It was very popular and during that era it was the best and brightest of Americans with the sole purpose of re-establishing the US as the new superpower. After the Cold War the program was put on the back burner until things heated up with Iran, North Korea going nuclear and terrorists detonating a nuke in London (all around four or five years from now). Then once again, the program was funded heavily and the United States, along with think-tanks and a few other nations, started to select members.
While most are drawn from various fields with careful screening, there are large holes in the system and there could be a number of more shady or illogical characters that got a slot in. Also, it could be easily understandable if a Senator slipped in a favored candidate, perhaps with a bribe facilating the deal...
Over all, the program's goal is to ensure that humanity, 21st century life and knowledge, and the United States survives the upcoming doomsday in order of importance.
Yea, it'll remain PbP. Novo Aether dominates my entire day of Saturday and I can't sacrifice another day to this hobby, as much as I'd like to. In addition, I want to make this as open to ODAMers as possible (without sacrificing quality). Feel free to join us. Just gotta be able to type up a post every day or two and notify me when you'll miss a window.

a) I'm brand spankin' newly registered. This isn't a problem for me, of course, but if you want me to kick around and earn my stripes for a bit before I jump into this, I'll understand. Especially when you take into account issue
b) I've never played d20 modern before. I'm working on improving my comprehension, but I guarantee I'll make at least one boneheaded error over the course of the game.
That said, I'm enthusiastic, I like to write, and I've got a character idea.
I will (if invited to play) be making a Strong/Bodyguard character. I guess my conceit is that the person I was assigned to protect didn't make it through the long sleep.
Anyway, let me know. Sounds like fun.
The reason this entire game exists is to encourage people to come to oDaM and I am fucking thrilled right now. My goal's accomplished if someone joined to play this game. You are more then welcome to join us.
Now, not playing d20 Modern might be a problem but this a PbP, meaning you can easily ask questions before posting. As long as you can write intelligent, coherent posts that are quality, you are gold.

EDIT: Of course, I say that and then come up with my first dopey question. When you say that our five items must have a DC of under 21 -- I'm not sure what that means, precisely. Is there a list of any sort that I could get my hands on?
Also, Thanatos just said we can have two threads for the game. This thread will become our OOC and we'll have an IC up when the game starts.

There won't be any magic or crazy stuff but there will be mutants from radiation. It's going to be pretty gritty and realistic but I kinda want to capture the zany feel of Mad Max as well. I'm not heading towards weird stuff but more like mutated humans.
Right now, I think we've got combat aspect covered pretty well. We still need things like Field Scientist, a survival expert or what have you. Someone taking the Survivalist AvC from d20 Modern Player's Companion or Road Warrior AvC from d20 Apoc might be a good idea as well.
Rundown: Capt. Helen Clays (stole the name from one of my CoH characters) is a general's daughter, and an officer in the Army's Armored Cav (tanks) herself. While she was barely even aware such a program existed, her father got her in, and she was rather surprised one day to find government agents rushing her into a bunker. She's patriotic, a loyal American, and a very skilled and honest officer.
Strong 3/Soldier 3, not bad in melee or ranged, a decent driver, and knows a bit of demolitions.
Equipment: Undercover Vest, Brass Knuckles, Steyr AUG w/4 clips, 4 lbs of C4, 4 radio detonators. Survival kit covered most everything I could think of for survival, and rebuilding civilization wasn't really something she's trained for.
Matthew McCane is a former Secret Service officer. One of the best, he was selected as the protector for a high ranking official slated for preservation in C-42. The official (a senior Senator) didn't survive the Long Sleep, and as such Matthew finds himself strangely guilt-ridden. He believes that his highest duty is to protect the mechanisms that enable the U.S. government to function. He doesn’t care about the technicalities or the little things, necessarily, but is absolutely inflexible regarding what he perceives as the bigger picture.
Tough 3/Bodyguard 3. Melee or ranged combat, in that order. He's a keen observer of situations and people, and is remarkably tough to put down.
Equipment: Undercover Vest, 10 clips of ammunition for a Glock pistol, high-quality binoculars, high quality handcuffs, a combat knife. Matthew was geared for protection. He wasn't aware that he'd have to be rebuilding anything in particular, as his job was to enable the rebuilders to keep breathing.
Equipment: Deluxe electrical tool kit, mechanical tool kit, deluxe fabrics kit, rugged laptop, box of cheer food(30 servings).
Skills: Repair +22, Craft(mechanical) +22, Craft(structural) +21, Craft(electronics) +13, Search +21, Survival +5, Craft(clothing) +8, Navigate +13, Spot +6, Listen +5, Decipher Script +6, Computer Use +6, Forgery +6.

Jackson Northfield is a 35 year old 1/2 hispanic, 1/2 caucasian American who since being a little boy has had more fun taking his toys apart than he has actually playing with them. When he got a little bit older, he discovered that when he put 4 of the 6 toys he took apart back together, those 4 were much better than the 6 he began with.
Jackson is what some might call an ultra-hobbyist. Far beyond being your average home inventor/tinkerer/mechanic/engineer, Jackson has traveled around the world to get parts to build just about everything from a miniature robotic dragonfly to a custom made dam in South Dakota. His life has been a gift of talent, health, world experience, and success.
Jackson was recruited into the PHOENICS program via connections to a variety of people involved in the manufacture of nuclear-hardened equipment, survival gear, weapons manufacturing, protective coating substances, etc. So many sources simply said, "You should see what this man does," that they did, and were suitably impressed. Relocated to Hay Springs, Nebraska, Jackson led a pleasant life of tinkering and chatting with his few neighbors in solitude before the bombs fell.
Jackson will be your craftsman, mechanic, engineer, inventor, builder, salvager, and general Mr. Fixit for the duration of the campaign. He's not any good in combat, or at negotiation, but if you handle those for him he could be your most useful party asset, along with the medic.
He's more than willing to trade favors or goods, and always willing to strike up a conversation. Because many of his skills revolve around having time and a place to build things, he'll be more in favor of settling down in a suitable location and fortifying it than constantly remaining on the move. On the other hand, he'll always be willing to make a trip to find new parts. An nonreligious but basically moral man, Jackson will not long associate with a group that tends to make wrong decisions more often than the right ones.

The Bunker is located in Hayes Center, Nebraska. Nebraska is an actual military target because it contains the Offutt Air Force Base, located 8 miles south of Omaha. It is home to the 385th Bomb Wing, and is the Headquarters of U.S. Strategic Command. So any military or political characters can hail from that area and still have been rushed into the bunker in time. Or you can be relocated, like Elf did with his character.

This game will always have sign-ups open. I don't plan to close them unless the group just becomes a huge massive army or something. Even then, I'd probably split the game up into two separate games under another GM then just close sign-ups.

So, Michael King is religious. Very religious. He was born not more than three years after the bombs fell, and as such, has no memories of the time before The Bomb, and no desire to know of the past. "The world has moved on," he'd say, and leave it at that.
Michael was raised by his mother and father early on, although his mother died when he was a child at the hands of marauders and his father was taken back to the Holy Kingdom at the hands of radiation when Michael was sixteen. Michael was instilled with morals during the time he spent with his parents, however, and holds tight to them, believing that his knowledge of what is right and his unwavering faith are all that set him apart in a world that God has forsaken.
Michael was well-trained by his father in the art of combat with personal firearms, and has had time yet in the Wastes to hone his skill (between mutants, bandits, marauders, and unfriendly creatures, there's no shortage of things to shoot - unfortunately, there is a shortage of bullets.)
Michael stands at 6 feet tall, weighing roughly 175 pounds. He's a caucasian with a dark tan from many years spent under the sun, and he dresses, honest to god, like someone out of a Wild West flick.
