They really should just implement an in-game store. Make each unlockable weapon worth X number of points, each hat worth Y(With is more than X) number of points, and you give a point for a certain ammount of time on the server. So you just buy the weapons/hats you want, rather than randomly getting them asigned.

I've seen it before. They did it with Gunbound. Free will draw you in. They entice you with a infinitesimal chance of something shiny. You begin to want it. You devote time to discussing it with others you've never met about how cool it would be just to have it. Others join in. They say they have it, they tell you how cool it is. Then people demand change or those with the power smell the money. Then BAM. Pay for appearance.
Before you know it you'll pay more money just for the chance to play online. They'll start charging for the patches after releasing unfinished content. You mark my words.

Along the store idea, they should make it so your "currency" is the sum total of item levels that all of your duplicates have, so you can trade them in for hats. Like trading in a level 48 axetinguisher and a level 52 natascha is worth 100 points.
Heck, they can even make it so that you have currency for each class and can buy that class's hats only with it (so if that lv. 52 natascha was instead a flaregun, you would have 100 points toward a pyro hat). Of course this would not help in getting demo, soldier, or engineer hats.

Today was like playing on a pub server. A really fucking terrible pub server.
And, stupid me, I kept trying to play support classes, then facepalming when I inevitably got slaughtered without any decent teammates around to rely on.
Sorry for the double post. I just realized that if hats drops were linked to time played on a class I would have engie and medic hats. I don't enjoy playing those classes, but someone has to.
It still makes me mad that I got so burnt out on medic because more people don't play it. Every now and then I'll still have a great time with it, but it usually ends with my teammates not protecting me or we end up doing so well that it just feels routine. I'm sounding like a broken record at this point. What I'm saying is that if medic makes up 10% or less of your playtime, you are a terrible, terrible person.
